The article is devoted to the managerial aspects of the integration of ethnic migrants in the Far East and the Khabarovsk territory. Statistics and dynamics of transformations and movements of the population of the region are presented, as well as the main results of sociological research, which determined the vectors of development of other-cultural emigration as real factors of population reproduction in the region. The characteristic of existing practices of adaptation of ethnic migrants in the Khabarovsk territory is given, their perspectives are assessed, the existing and emerging models of intercultural interaction are described. The specificity of the regional migration policy management is revealed. New approaches in the management of integration and adaptation of ethnic migrants through the involvement of donor countries, migrants themselves, business structures, public organizations, and the media have been proposed. It substantiates the naturalization, educational and organizational mechanisms for managing the integration of immigrants, representing the possibility of their inclusion in the social environment of the region.

The article is different aspects of application of the social management methods in solving the actual problems of physical culture and sports are considered. Based on the analysis of statistical information and the results of sociological research, the specificity of functioning of the sports sector was revealed through the implementation of state programs and project management capabilities in the constituent entities of the Russian Federation. By the example of the Khabarovsk territory, the results of management activities for the development of physical culture and sports among the population are considered, scientific and practical recommendations and directions of the state support for attracting the population to systematic physical education and sports as a mean of health promotion are proposed.

The article provides a brief analysis of the current state and prospects for the development of the energy system of the Khabarovsk Territory. The problems of aging of existing energy facilities of the region, the lack of centralized electricity supply from the energy system of the region in certain municipal areas and the reduction of budget financing of the construction of energy facilities of the region are considered, and ways to solve them are given. Particular emphasis is placed on renewable energy sources as one of the most promising areas for the development of energy systems in developed countries. The technical and economic potentials of renewable and small energy are considered on the example of a number of subjects of the Far Eastern Federal District. The characteristic of the types of renewable energy sources most promising for development in the Khabarovsk Territory is presented.

В статье представлена оценка уровня развития социальной инфраструктуры на Дальнем Востоке. Описывается многообразие подходов к понятию социальной инфраструктуры, обосновывается авторский подход к ее определению. Оценка уровня развития социальной инфраструктуры проводится методом типологизации регионов по исходному состоянию и динамике определенного индикатора, разработанным в рамках теоретической статистики. Данный метод позволяет отследить изменение исследуемых параметров не только во времени, но и в сравнении с показателями других регионов. В статье приводится описание метода, обосновывается выбор показателей для анализа. Представленные в статье результаты типологизации субъектов Дальнего Востока в разрезе сферы «Образование», сферы «Здравоохранение» и жилищно-коммунальной сферы позволяют автору сделать вывод о том, что в период с 2009 г. по 2017 г. социальная инфраструктура Дальнего Востока не получила опережающего развития на фоне среднероссийской динамики. ; Ключевые слова: социальная инфраструктура, типологизация регионов, сфера«Образование», сфера «Здравоохранение», жилищно-коммунальная сфера, субъекты Дальневосточного федерального округа

В статье представлен анализ факторов инвестиционной привлекательности Еврейской автономной области (далее – ЕАО) с позиции рисков и преимуществ. Объектом данной работы являются факторы инвестиционной привлекательности ЕАО (минерально-сырьевые и трудовые ресурсы, производственная инфраструктура). Работа построена на использовании системного подхода, позволяющего рассматривать указанные факторы как подсистемы единой социально-экономической системы региона. Показано, что основные преимущества инвестиционной привлекательности области связаны с наличием минерально-ресурсного потенциала, относительно благоприятных агроклиматических ресурсов, приграничного географического положения. Приграничное положение обусловило развитие проектов с участием иностранного капитала. Большинство проектов реализуются в добывающем секторе экономики. Инвестиционные риски затрагивают трудовые ресурсы, состояние региональной производственной инфраструктуры. Существующие элементы инфраструктуры не соответствуют прогнозируемым потребностям потенциальных инвестиционных проектов. Сдерживающим фактором развития новых проектов является узкий рынок труда ЕАО. В связи с этим кадровая политика предприятий во многом ориентирована на привлечение внешних трудовых ресурсов. Недостаток бюджетных расходов на инфраструктуру приводит к ее низкому уровню развития. Дополнительная потребность расходов на ее создание будет покрываться в первую очередь за счет частных инвестиционных проектов, реализация которых требует создания определенных элементов транспортной, энергетической инфраструктуры. ; Ключевые слова:факторы регионального развития, инвестиционная привлекательность, потенциал, риск, Еврейская автономная область.

The content of the concept of sustainable forestry development company, which is based on the paradigm of sustainable development, sustainability category, the essence of factors and conditions of development. Elements of the concept of sustainable development principles act of the company; multidimensional model sustainability company as an integrative socio-ecological-economic development, including subordination invulnerability, anti-fragile and sustainability triad of sustainable development strategies of the company and a hierarchy of factors; criteria and indicators and the model of balanced scorecard. In doing so, the authors emphasize that the paradigm of sustainable development should be based on the ideas of noosphere and coevolution strategy. Basic properties and principles of sustainable development as a basis for their refractive index to the enterprise level are determined. Triad strategies of development of the enterprise are represented by the social, environmental and economic policies. In addition to the sustainability of the enterprise, which is regarded as the integrative sustainability or sustainable development, is sponsored by the types of sustainability should be primed to invulnerability, and sustainability. Shows a general view of the system of criteria and indicators, formulated the principles of their selection, indicated by the algorithm of the balanced scorecard.

The article analyzes the current state of small and medium-sized enterprises in the Khabarovsk territory, identifies the main trends in its development, substantiates the negative values of indicators. The necessity of developing of the small and medium-sized enterprises in the framework of economic reform in the country as a whole and with emphasis on regional specifics in the constituent entities of the Russian Federation is presented. Relevance at the national and regional levels of entrepreneurship development is confirmed by the approved national project “Small and medium-sized enterprises and support of individual entrepreneurial initiative”. The national project offers the necessary measures to support entrepreneurs at all stages of the life cycle: from the idea, registration, receiving various types of support to expanding the business with export. The author analyzed and presented the uniqueness of the implementation of this national project in the Khabarovsk territory. The article outlines the main goals, measures and results of the national project in the context of its five subprojects: acceleration of small and medium-sized enterprises; expanding access of small and medium-sized enterprises to financial resources; promotion of entrepreneurship; creation of a support system for farmers and development of rural cooperation; improving the business environment. For each of the regional projects, an analysis was made of the goals, sources and amounts of financing, key activities, indicators and results of their implementation are also structured. Based on the analysis, the main vectors and prospects for the development of small and medium-sized enterprises in the Khabarovsk territory until 2024 are presented.

The article is devoted to the consideration of certain issues and especially to the implementation of the State policy of the Khabarovsk territory in the field of land relations. Of all the known instruments of implementation of this policy, the most attention is paid to the project “The Far-Eastern Hectare,” implemented, in-cluding on the territory of the region. The purpose of empirical research is to sum-marize the actual data on the results of the project implementation in the Khaba-rovsk territory for 2016 – 2018, as well as to identify the most acute problems. It has been established that of the applications submitted for more than 80 percent, contracts have been prepared and concluded for the free use of land plots. The ex-amples of successful practices of using the provided plots are given. However, the scope of the project remains small, as evidenced by the fact that of the 29.7 million hectares of land free of charge, the total area of land provided is only 21.4 per cent of the land. It was concluded that the main problem holding back the interest of cit-izens in obtaining the Far-Eastern hectare is the lack of communal and road infra-structure near the most allocated territories.

This article discusses the main factors influencing the process of precarization and thus, according to the authors, and on the sustainable development of economy and society. Precarious work is defined as a process of increasing the proportion of prekariat in the class structure of society and increasing the degree of exploitation of workers. Precarious work captures entire life world of people, all elements of the system of social relations, all the meanings of life. The standard of the world and its meanings, the authors identified with the constituent elements of the sustainable development paradigm. Therefore, all factors that affect the human lifeworld and its meanings on their prekarization most directly impair the viability and dynamism to the development of the economy and society.The work focuses on the analysis of such factors as the precarization of tovarization, cifrivization, differentiation of territorial development, future employment, labor migration. Major implications of the identified factors-moral decay of society, the formation of prekariation thinking and human zombification impersonal approach to solving the problems of employment and development the precarization of unpreparedness to shifts in the work of the future, the impact of migration on the sustainable development of the host society. Stresses the need to assess the extent of precarization and determine their impact on sustainable development of the region.

In order to ensure the innovative socio-economic development of the Far-Eastern region, professional personnel are needed to strengthen the infrastructure and economic base of the Far East. However, negative trends in the demographic situation, the outflow of population make it difficult to achieve the goals set. The share of young people in the Far-Eastern region, which is a strategic resource for the development of regional community and a carrier of the innovative potential of the region, is decreasing particularly rapidly. In this regard, the preservation and development of youth capacity is a priority of public policy. The article analyzed trends in the development of youth potential (taking into account the demographic situation of the region) necessary for the further progress and development of the territory. Special attention is paid to the problem of attracting applicants to study on the higher education educational programs in the different fields of training/specialties.

В статье проводится обзор исследований, связанных с изучением влияния гендерных особенностей на социальное самочувствие. Поскольку результаты данных исследований часто противоречивы, предложены к рассмотрению возможные причины этих противоречий. Понятие социального самочувствия рассматривается как сложное социально-психологическое явление, состоящее из нескольких компонентов. В целях достижения наиболее глубокого понимания особенностей социального самочувствия мужчин и женщин результаты исследований проанализированы в рамках каждого отдельного компонента, определены направления будущих исследований по данному вопросу. При рассмотрении гендерных различий социального самочувствия учтены факторы, их обуславливающие. Выделены структурные факторы (доступ к образовательным, экономическим, политическим ресурсам, возможности для самореализации), социальные факторы (социальные ожидания и нормы), биологические факторы (физиологические, гормональные особенности). ; Ключевые слова: гендерные различия, социальное самочувствие, удовлетворенность жизнью, компоненты социального самочувствия.

В статье анализируется отношение сельских жителей приграничных территорий Еврейской автономной области (далее – ЕАО) к мигрантам из стран СНГ и Китая как на основе материалов официальной статистики, так и на основе социологических данных, собранных авторами. Полученные при анализе данных результаты позволяют сделать вывод, что в связи с многонациональностью области, историей ее образования и развития у населения приграничных сел ЕАО наблюдается очень высокий уровень терпимости к мигрантам, в том числе иноэтничным. Необходимо отметить и то, что некоторые оценки, высказываемые населением, являются скорее социальными мифами и не отражают текущей ситуации с мигрантами. Делается вывод о том, что в сельской местности ЕАО мигранты не становятся объектами пристального внимания. In the course of the study, the impact of diverse socio-economic, demographic, medical, everyday factors on the self-protective and health-saving behavior of medical students was evaluated, and the data obtained were compared with the objective state of their health in terms of a structurally functional approach to the theory of social processes. A set of empirical data was carried out from June 1 to December 1, 2018 at the Far-Eastern Federal University (FEFU, Biomedicine Schools) and the Pacific State Medical University (TSMU) using the principles of stratified by the gender and age signs of randomization. The sample included 989 students of both sexes (481 (48.6%) girls, average age 21.1 years and 488 (51.4%) boys, average age 21.5 years). The response frequency was 95, 1%. All students filled out a student self-assessment questionnaire (Pozdeeva, 2008; with additions of the authors), consisting of 5 blocks of questions. The objective state of health was assessed by the index of comorbidity, the number of diagnoses made in the previous year in the list of specified diagnoses, and the frequency of seeking medical help. For statistical processing of data arrays, two-way analysis of variance (ANOVA) was used. The correlation of indicators was determined with the calculation of the Spearman coefficient. In the course of the study, a number of imbalances were revealed in the students’ assessment of the medical areas of factors of influence on health-saving behavior. The respondents’ average assessments of current behavioral stereotypes regarding occupational health and recreation, as well as the level of psychological comfort and awareness on the issues of health and health-saving behavior, were high, while medical activity, physical culture and socio-economic status received low average ratings (range from 2.5 to 3.5). An analysis of the relationships between individual indicators associated with health-saving behavior and objective indicators of health status revealed at least 19 parameters that have a high level of correlation. Based on these results, the structuralfunctional approach allows you to create a two-component model that links the heterogeneous elements of students’ behavior in relation to health and its objective state. Based on the created model of correlation of heterogeneous factors and health-saving behavior, a number of measures are proposed for administrative and socio-media management of students’ health-saving behavior.

he article discusses the problems and contradictions in the management of human capital development. Based on the analysis the discrepancy between the decisions of the government and citizens of the Russian Federation, the level of human capital accumulation and its management efficiency, the level of training of specialists of higher education and new qualification requirements of the economy, which leads to the fundamental nature of their inconsistencies are revealed. In accordance with the theory of human capital, financial resources invested in the human development constitute capital investments that should bring additional income in the future, but, in the author’s opinion, economic improvement will come after the modernization of political institutions and the society. The reasons for which there is a restriction of the investment activities of the Russian organizations, the author sees in the absence of factors caused by the quality of human resources and human capital of the enterprises, since he believes that human capital plays a crucial role in the implementation of innovations and modernization.

Based on the results of qualitative sociological methods (focus group interviews), the article discusses certain aspects of the normativity of consciousness of drivers of transport vehicles in Petropavlovsk-Kamchatskiy. The work shows a general attitude towards observing the traffic rules, typologizes the grounds for seriousness in observing them, presents typical patterns of behavior that respondents the choice when driving a car, proposes classifications of deviations allowed by respondents when driving a vehicle, as well as the reasons that cause them. In addition, the paper analyzes the suggestions made by respondents to improve road safety in the region. The authors come to the main conclusion: the aspiration of the majority of respondents to observe traffic rules and, in general, normative behavior diverges from the practice of driving the vehicle - most of them in one way or another commit offenses of varying degrees of danger, including intentionally. The results of the study can be of serious scientific and practical interest for the further quantitative measurements of normative level of consciousness of the road users not only in the Kamchatka territory, but also in the other territories, and can also be useful in terms of improving measures to ensure road safety in the region.
