The paper focuses on the issues of the power engineering industry potential of Russia. The guidelines of the electric power export supply are defined. The inter-temporal trend of export-import supply of the electric power to the Commonwealth of Independent States (CIS) and other foreign countries is shown. Promising strategic directions of electricity export are identified. Major obstacles hindering development of the electric power export abroad are investigated.

In this article the author shows efficiency potential in the activity of housing and communal services of the region. He considers that considerable reserves are covered in the power conservation. The Government program of the Republic of Sakha (Yakutia) aims at this way «Providing with high-quality housing-and-municipal services and power industry development on 2012-2016», approved by the President Decree РС (Y) 10/12/2011 №270.

The next step to modernization of the housing and communal services branch the author sees in an active application of mechanisms of the state-private partnership, and, not only concerning the attraction of investments, but also in the more active use of the initiative of private management in the systems of municipal infrastructure.

This article analyzes the international legal status of the Japanese prisoners of war in the Far East of Russia in the XX century. A number of international conventions on the treatment of the prisoners of war, the violation of which led to an aggravation of the Russian-Japanese relations on the military captivity are analyzed.

Important activity of city’s Councils was the organization of a social and spatial urban environment and its improvement that was provided with the development of an external provision of all amenities of the territory.

On the basis of results of the sociological research of the heads and hired employees of the construction organizations of the Khabarovsk Territory the problems and contradictions in the existing system of labor protection are revealed, the ways of their solution through the development of mechanisms of the social insurance are offered.
