The article presents the analysis of provision of specialists of the contract services, economists with the functions of contract manager in the sphere of procurement of the Trans-Baikal territory. On the basis of data of information portals and the all-Russian base of vacancies of Rostrud the quantity of vacancies on job and qualification requirements, date of the publication of vacancy is revealed that allowed to formulate the main problems in questions of staffing by specialists of contract services of all types of organizational and legal property in the territory of the studied subject of the Russian Federation. It is established that the need for the provision of specialists in these categories also exists in the organizations of various forms of ownership (LLC, JSC, state institution, educational institution, medical institutions).

In this article the modern condition of a procedure for granting of the public and municipal services and also their standardization and regulation is considered. The author made an attempt to develop measures of further development and improvement of the studied direction which treat: providing a popularization of rendering the public and municipal services in an electronic form, including by placement of the stands, social advertising, development of mobile applications, improvement of quality of the provided public and municipal services by the corresponding training of the employees involved in their rendering, expansion of number of the services provided in electronic form, organization of feedback with the applicant on the quality of rendered services, development of standardization of providing the municipal services by updating of the existing administrative regulations, decrease in the terms of providing the specified services, increases in their quality and convenience to the applicants.

Встатье представлены результаты работы по изучению доступности транспортных услуг для населения Дальнего Востока России. Оценки доступности транспорта, полученные ранее на основе данных официальной статистики, были дополнены информацией социологического опроса потребителей транспортных услуг в Хабаровском крае. Это позволило сформировать более полную картину проблем, складывающихся в части доступности транспортных услуг для населения Дальнего Востока. При этом основными задачами проведенной работы были: изучение динамики масштабов и факторов использования населением различных видов транспорта; оценка уровня комфортности транспортных услуг; оценка экономической доступности транспорта (в разрезе отдельных его видов); выделение проблемных вопросов функционирования пассажирского транспорта. Для сбора первичной информации был проведен индивидуальный очный анкетный опрос населения в основных транспортных узлах г. Хабаровска по расчетной выборочной совокупности (репрезентативная выборка с доверительным интервалом 5%, получено 600 анкет). В статье рассматривается полученный результат по одному из направлений проведенного исследования – анализу ценовой доступности транспортных услуг для населения (в абсолютной форме и в соотношении с доходами опрашиваемых). Результаты опроса показали, что высокие тарифы воздушного транспорта приводят к существенному ограничению его доступности не только для групп населения с невысоким ежемесячным доходом (до 13 тыс. руб.), но и для лиц со средним уровнем дохода. Для железнодорожного транспорта высокая цена отмечена 10,3% респондентов; для междугородного автобуса – 7,3%; для речного транспорта высокую цену отметили лишь 0,3% опрошенных. Полученные результаты подтверждают тот факт, что мобильность населения Дальнего Востока в настоящее время ограничена в силу низкой экономической доступности транспортных услуг, прежде всего авиасообщения. ; Ключевые слова: Дальний Восток России, транспортный комплекс, транспортное обслуживание населения, доступность транспортных услуг, анкетирование

Assessment of demand of the population for the services of power supply in the conditions of the southern zone of the Far East is presented in this article. Differentiation of availability of services to consumers depending on the power supply sources on the example of the Khabarovsk territory is shown. Distribution of payments for the power supply services consumed by the population is presented. It is proved that in case of transition to a full recovery of expenses of producers of services of power supply it will be required to an increase considerably scales of social support from the budgets that contradicts the logic of institutional transformations directed to a decrease in financial load of the state.

In this article the forest and transport complexes of the region from the positions of their mutual influence at each other are considered. The article is directed to identification of the main aspects of mutual influence of two key complexes of the Far East. Historical digression of their joint formation is given, it is shown that a transport factor together with a factor of external demand promoted concentration of the timber industry production in the most developed areas adjoining the close foreign markets, transport ways that led to exhaustion of resources in these areas. The modern directions of movement and check points of the forest goods abroad are considered, the analysis of capacity of transport infrastructure is made, problems of its functioning which first of all treat a weak permeability of frontier with the People’s Republic of China within the Far East and asymmetry of development of transport infrastructure of the export direction are revealed. The possible directions of solution of these problems are considered.

At present, increasing the effectiveness of insurance markets at the national and territorial levels contributes to the successful implementation of economic reforms aimed at streamlining the structure and dynamics of the socio-economic system of the state as a whole and its individual elements in particular, including social protection of the population. The development of regional insurance markets is one of the important factors in the development of the regional economy, the growth of investment activity, and an increase of social and economic stability in the society. The Russian insurance market lags behind in its development from the insurance markets of developed countries in general and at the regional level. The article analyzes the state of the insurance market of the Far-Eastern federal district. The authors’ view on the problems of its functioning and the development tendencies is presented.

The article is devoted to the topical issues of development of the public civil service and based on the analysis of the course of realization of the main directions of development of the public civil service of the Russian Federation for 2016-2018. The author analyzes structural elements of the road map on realization of the main directions of the public civil service and interprets achievement of the expected results from the planned actions for the standard legal both methodical providing and organizational control to providing the road map.

The analysis of investment climate as a subject domain of scientific knowledge is presented in this article: the concept, approaches to its assessment is determined. The author marks out intrinsic criteria of evaluation of investment climate in the direction the regulatory environment, work of the institutes for business, infrastructure and resources, support of small business. The analysis of objective and subjective conditions of implementation of the investment activities including the means, opportunities and restrictions providing the intensity of attraction of investments into the economic system of the Khabarovsk territory is carried out. On the basis of analysis of the revealed problems recommendations about development of an algorithm about the improvement of investment attractiveness of the region, the reflecting operating procedure of all interested subjects are made.

The article discusses the theoretical and methodological aspects of the phenomenon of “self-determination” in relation to social and vocational training of students of educational organizations of the system of secondary vocational education on the example of the Khabarovsk region. The article justifies the interrelation of social and professional choice as a process and result of actions caused by situations of uncertainty and risks at the interface of education and the labor market. Problem areas in the social and professional self-determination of students and the recommendation for their resolution are identified and proposed based on the results of sociological research and pedagogical communities, as well as colleges.

The article presents the analysis of the system of professional orientation, professional self-determination and professional development of the youth of the Khabarovsk territory, based on the results of sociological research of high school students of the Khabarovsk territory and their parents. In general, the research showed the presence of a variety of activities for the professional orientation of schoolchildren in the schools of the Khabarovsk territory (variety of forms, methods, types). At the same time, not all schools have identically built a system of vocational guidance work, in different ways this work is also enshrined in the regulatory legal documents. There is a wide variety of vocational guidance activities at schools, but different events are held at different schools - there is an absence of policy and system of vocational guidance at schools in the territory. Mostly, each school independently determines the forms, content and methods of building this important work. These problems are also reflected in the assessments of schoolchildren and their parents. The results allow us consider the school as a basic element in the development of a career guidance system in the Khabarovsk territory. For this purpose, it is advisable to develop and adopt to the implementation of the regional concept of career guidance in the schools.

Статья посвящена анализу перспектив трудоустройства выпускников системы среднего профессионального образования Хабаровского края. Основой анализа выступает оценка сбалансированности компонентов, влияющих на перспективы трудоустройства выпускников системы среднего профессионального образования: запросов (потребностей) работодателей, возможностей системы образования, профессиональной ориентации молодежи. В статье представлены субъективные оценки потенциальных работодателей, полученные в ходе социологического исследования, престижности различных профессий, представлена востребованность их в регионе, оценка дефицита кадров предприятий, а также динамика приема и увольнения молодых специалистов. Выделены такие факторы трудоустройства выпускников системы среднего профессионального образования, как: «мифологизация» престижности и востребованности различных рабочих специальностей, расхождение в запросах работодателей и выпускников с точки зрения условий трудоустройства. ; Ключевые слова: молодежь, занятость, профессиональная подготовка, рынок труда, работодатели, среднее профессиональное образование, выпускники, сфера образования, востребованность, престижность, трудоустройство.

In the article the authors analyzes the main theoretical and methodological approaches to the characterization of life difficulties. The features of difficulties encountered in the course of pedagogical activity are also considered in detail. Some characterological features of pedagogical activity in the higher education, due to its current state are reflected. The authors come to conclusion that an essential condition for the implementation of pedagogical practice is the ability of a higher school teacher to determine and build strategies for overcoming life difficulties. During the implementation of this process, the teacher should form new professional practices aimed at overcoming life difficulties. The effectiveness of the interaction of subjects in the course of the pedagogical process largely depends on the success of the implementation of these practices in situations of difficulty in vital activities. In the end, all of the above will affect the degree of efficiency of pedagogical interaction and, of course, the quality of training of future specialists. The article presents the results of sociological study of certain aspects of life difficulties of the high school teachers. Among them, such as: experiencing financial difficulties, attitude to their own health, assessment of problems associated with negative life conditions, professional tensions, the need to combine scientific and educational activities, and others. The paper also presents data on the most desirable from the point of view of teachers of higher school methods of interaction in the course of overcoming difficulties. This article is of interest to teachers and other professionals working in the field of education on the territory of the Russian Federation in general and the Far-Eastern federal district in particular.sional status, and to a lesser extent services for the Fatherland, the fight against crime, for justice, high quality legal education. The author concludes that the expectations of learning are institutional in nature, since they are repetitive, standardized, associated not so much with training in a departmental educational organization, but with the institution of service in the internal affairs bodies as a whole. The revealed variances in the public opinion of various categories of respondents, as well as the results of focus-group interviews, made it possible to formulate a number of proposals aimed at improving the professional orientation work in educational organizations.

In this work the dynamics of formation of population of the Far East is considered, the migration role in preservation and replenishment of the population capacity of the region is analyzed. An assessment of participation of the separate streams of migration for the solution of modern problems of the population of the Far-East territory is given. The emphasis at the level and quality of life of the population which is the most important criterion for evaluation of the efficiency of social and economic policy of the state in the Far East is placed. It is offered to consider the life support system functioning in a certain social and economic environment and interacting with the system of managing of the state in the region.

The article reveals the theoretical and methodological approaches to the adaptation of migrants, the characteristics of migration flows in the region over the past five years, the features associated with changes in the ethnic composition of migrants, the selective and enclave nature of their settlement in the Far East.We use the results of sociological research related to the analysis of possible scenarios of transformation or preservation of ethnic identity of migrants, taking into account their life plans and social attitudes.The variants of implementation by the authorities of different forms of inter-sector interaction on realization of ethno-cultural adaptation of migrants in the conditions of the multinational region are offered.
