The state of the power industry of Russia and the Far-Eastern Federal District (DFO) is considered. Comparative analysis of the contribution of electric power systems into the united federal district energy system of Russia (UES of Russia), the structure, problems and the prospects of development of the power industry of DFO are defined.

The article discusses methodological approaches to the evaluation of the municipal resource management efficiency. It is noted that, despite the considerable amount of research conducted in this area, the role of methodic materials to evaluate the effectiveness of municipal resources in the development of the territory is not enough revealed.

In this paper, based on the documentary sources the actual state of land tenure and land use in the Transbaikalian Cossack army in the late XIX century is examined, the basic problems in this area are determined. The discrepancy existed in fact and the legal norms of the land ownership and the land use in the Transbaikalian Cossack army is shown. The author concludes that the process of land use in the army occurred spontaneously and was governed mainly by the Cossack community.

The paper deals with the problems of demographic development of the Khabarovsk Territory in comparison with the indicators across the Far-Eastern Federal District. The attention to the topical issues of reproduction of the population - the balance of births and deaths, and the migration issues is paid. Based on the analysis of current problems, a forecast of the population size in the Far-Eastern Federal District and the Khabarovsk Territory until 2030 is given.

The author analyses the problems of unemployment, its types and the influence on the social processes in the Jewish Autonomous Region, as well as the results of the sociological survey on employment of the unemployed population in the article.

The article is devoted to the influence of mass media on the social activity of the youth. It is shown that mass media form by the youth such life values that are far from the orientation on active participation in the social processes. Made research has confirmed this assertion and it has allowed conclude that there is no considerable potential to participate in protest actions in the Primorsk youth at present moment.

In this article the modern problems of functioning of the system of training, retraining and the professional development of employees of the public and municipal administration through the restructuring of the main fields of educational space are observed.

In the study by the methods of multivariate mathematical-statistical modeling the evaluation of the vector development of neurotic symptoms by the adolescents exposed to domestic violence, which allows the high precision and the accuracy to determine the relevance and engagement of pathopsychological symptoms of the acute period, in predicting the development of variants of neurotic adolescents exposed to the family violence in the late period after trauma is given.

The article considers the issues of preventing of administrative offences (delicts) and the decreasing of committed administrative offences in the sphere of public order. The author makes a conclusion that it is necessary to develop the programs for minimizing of an administrative delinquency.

In this article the questions of interference and the interrelation of ethical culture, moral, moral health with the sense of justice and legal culture of the personnel who are carrying out the legal activity, and also in the process of training and formation the competences of the lawyer are studied.

The article is devoted to the features of the legal regulation of the administrative responsibility in the sphere of the patent rights protection, to the legal problems in this sphere and to searching for the way of their decision. During the research the author proves the urgency of the administrative responsibility realization in this sphere, analyzes a disposition of the norm providing such responsibility. As a result of the author`s research the conclusion about the necessity of modification in р.2 art. 7.12 of code about administrative offenses is given and the author's option of this article edition is offered.

We discuss the specifics of historical development of the civil defense, based on the prevailing practices of everyday problematic issues identified in the improvement of the civil defense system, the basic approaches to realization of the arisen gaps of the right and the application of the results obtained in practice.

The article deals with the municipal ownership and the attempt of its system type is made. Different approaches to the interpretation of this concept and its special features are determined.

The article describes the characteristics of crime in the Khabarovsk territory and its municipal districts according to the statistical research performed between 2002 and 2011. The data reveal a connection between the basic characteristics of crime, such as the level and the structure, and the social-demographic features of the region as a result of its geographic location and the national structure of the population. The author argues that the social-demographic conditions for implementation of crime prevention measures must be considered.

The necessity of an integrated approach to the development and implementation of the industrial and the trade policies is substantiated in the article. The scenarios of development of the forest sector and the possibilities to pursue the industrial and the trade policies in the forest sector after joining the World trade organization are described.

The role of socialistic competition as an effective resource of increasing the paces of branch development became clear.
