This article is devoted to the analysis of the results of the governmental measures in developing of the port special economic zone “Sovetskaya Gavan”. The characteristic of integration projects of the energy and transport infrastructure development is given. The role of the project as a point of economic growth in the Far East of Russia is revealed.

The state, the problems and the prospects of development of the oil and gas projects of Sakhalin are discussed. The main realization markets for products of oil and gas industry are determined. The positive aspects of realized oil and gas projects are identified.

In the article the practice of realization of the state-private partnership abroad is considered, it is shown that the partnership of the state and business starts to play special and increasing role in the branches of industrial infrastructure which are making the basis of the life-support systems of economy and society and traditionally are in the state administration.

The creation of prerequisites for the transport and logistics system are justified in this paper in order to improve the efficiency of the transport complex, which is possible only through the close cooperation and coordination of various modes of transport, the basic functions of the system of logistics centres at the regional level and the principles of organization of their activities are defined. It is concluded that the formation of the logistics system on the basis of logistics centres will increase the competitiveness of the transport system and improve the profitability of the transport complex.

The article describes the evolution of approaches to the scientific study of regional processes in the post-socialist Russia, methodological problems that affect the efficiency of the regional policy is identified, proposals on the use of institutional theory in the spatial studies is formulated.

Local government in Russia has been reforming for more than 20 years. During all this time there are a lot of discussions about local government independence. On the one hand, the Constitution of the Russian Federation includes a clause that people have the right to decide local issues by themselves via local governments that they elected. On the other hand, the local government independence’ interpretation, conditions and the order are regulated by the federal legislation.

This article deals with the theoretical and methodological approaches to the study of social and psychological states of elderly people as their social determinants of health. The author's position based on the results of sociological and psychological studies of the older people’s state of the Khabarovsk territory.

This article examines the feasibility of working potential, which has the current generation of older people. Based on the analysis of the results of sociological research the author shows that the labor activity of retirees is a definite benefit for the Russian society as well as in its social structure of the share of older population. The involvement of these groups in their work within the powers of the process is an important factor in improving of their social well-being.

In this article the problems and difficulties arising by the studying of the social capital are discussed, the characteristics of various methods of its measurement are given. The results of social capital measurements, based on the methods described, are given.

It is affirmed in the article that the proofs are the unity of information and procedural sources on the base of which it is suggested to file amendments to the article 74 of the Criminal Procedural Code of the Russian Federation.

The article analyses the problems of the Soviet-Japanese economic collaboration in 1964 – 1985. The author demonstrated the main difficulties of economical relations between the USSR and Japan, and shows their reasons. He draws a conclusion, that the difference between the planned economy and the market economy was a dominant factor of discord in this collaboration.
