В статье представлены возможные подходы к управлению качеством на железнодорожном транспорте с учетом стандарта ГОСТ Р ИСО 9001.

Рассматриваются предпосылки и ограничения для реформирования региональной финансовой системы Дальнего Востока; анализируется процесс многоуровневого осуществления интеграционных процессов как способ преобразований финансовой системы; определяются условия, создающие региональным банкам мотивацию для участия в межрегиональной и трансграничной интеграции.

В статье представлена методика оценки качества муниципальной образовательной услуги, дана характеристика организации процесса оценки и формирования информационного обеспечения процедуры оценки муниципальной образовательной услуги.

The article describes the methods of financial and credit maintenance of the motor transport enterprises vehicles park modernization. The general ways of the capital investment financing of motor transport are also specified.

Внимание авторов сконцентрировано на вопросах оценки эффективности деятельности органов исполнительной власти в области развития и поддержки малого предпринимательства. Описаны официально принятые на уровне федерации методики оценки эффективности деятельности органов исполнительной власти с выделением параметров, характеризующих сферу малого предпринимательства. На примере Ленинградской области рассмотрен региональный опыт внедрения системы оценки.

In the article the problems of the management of the organs of authority and control are examined. Attention to the technology of management under the conditions of unstable economic and social development of territory is paid. Approaches to an increasing of the effectiveness of state and municipal administration are proposed.

In this article the analysis of the practice of the introduction of new cadre technologies in the work of the Ministry of property relations of Khabarovsk Territory is given. The authors described the practical work experience of the division of the cadre policy of control of the legal and cadre work of this ministry, studied the questions of the observance of legal normative base in the work with the regular service personnel.

The article deals with the foreign experience of government regulation of mineral-raw material complex. The following economic mechanism elements of state administration system have been considered: transfer of subsoil into utilization, taxation systems, dependence of public management system on property relations. Some elements of government management system for regulation of mineral-raw sector relations, actively used abroad and lacking in Russia, have been considered.

The article deals with the issues of organization of the economic activity of migrant peasants in the Far East of the Russian empire. The authors give a detailed description of the government steps in the economic and legal sphere, analyze distinctive features of different forms of migrants’ economic activity. Special prominence is given to the problems of land tenure in the Far Eastern region.

In the article the mechanism of the legal regulation of the economic activity of railroad societies is considered as at the stage of building the railroads, so in the period of their operation is examined.

Статья посвящена малоизученной теме военной помощи Советского Союза Коммунистической партии Китая (далее – КПК) как фактора военно-политического противостояния СССР и США на Дальнем Востоке. В своей статье автор на основе проанализированных документов делает вывод о том, что именно это противостояние оказывало решающее влияние на советско-китайские отношения и военную и военно-техническую помощь со стороны Советского Союза китайским коммунистам.

In the article the history of creation and activity in the territory of Manchuria of one of the first commercial enterprises of the Russian Far East is examined. Created by Siberian merchant I.Ya.Churin, participant of the expedition of N.N. Murav’ev- Amurskiy, it became by time into the largest commercial house of the region. Since the beginning of the building CERR “I.Ya.Churin and Co” opened its brunches in the no man’s land. Successful management, favorable economic opportunities, technical equipment contributed to the successful activity of enterprise, which conquered large popularity among the Russian population of Harbin and other cities of North-Eastern China.

In this article the questions of the policy of the state in the field of price formation in rail transport in the historical and present aspects are revealed. The comparative analysis of principles and standards, regulating the tariff activity in rail transport, and so the system of the organs of the state making the activity, connected with the establishment of tariffs, in pre-revolutionary and in modern Russia is given.

The article deals with the principal trends and results of the transformations, which the State carried out in the Far Eastern region in the second half of the 1980s – the 1990s. The socio-economic and political factors that conditioned the transformations are the object of the study. It concerns the specific problems of the process of the development of market relations in the Russian Far East, which entailed the decline in the living standard of the population.

В статье рассмотрены системы охраны здоровья, их основные системообразующие признаки, свойства характерные для этих систем, уточнен смысл всей совокупности определений и понятий. Системный подход, используемый в исследовании, позволил рассмотреть системы охраны здоровья как нечто целое. Комплексно изучена система здравоохранения, ее функции, структура, иерархия, выявлено многообразие связей в ней, изучены механизмы управления.

In this article the author offers technology of measurement of status-role positions of a professional generality on an example of bank employees of Khabarovsk territory. Set of status-role parameters where the cores are the professional features, which definition author formulates according to results of research of workers of four banks of Khabarovsk territory. The status-stratification model of bank employees consisting of four cores strata is offered, and the professional characteristics of them should be exposed to constant sociological measurements for the purpose of the further perfection to each of the particular feature. The model of the methodical bases of similar measurements are offered.

The purpose of Bolognian process in Russia - the integration of educational process and an improvement in the quality of formation - is unthinkable without the solution of the problem of the development of social partnership with the representatives of educational structures, business, public organizations and the authority. The contemporary coordination of their actions requires the forming of special organizational structures. In the article the experience of foreign countries is examined and the creation of regional advisory board on the social partnership in the sphere of vocational education in the territory is proposed.

The article examines the main directions of state social policy in relation to young people in the Far East of Russia, identifies the problems associated with the peculiarities of self-organization of the social group.

In the article the problem of narcotic and psychotropic proliferation by schoolchildren of the city of Khabarovsk is considered. It is submitted a sociological assessment of drug`s prevalence at schools of the city, proposed measures to prevent it.

In this article the questions, connected with the formation of the association of the owners of dwelling as social institute, are examined. The results of the external voting of inhabitants on the choice of the way of management of multi-apartment houses are given. The results of the sociological research, the purpose of which was the study of the opinion of population and experts toward the prospects of creating of the associations of the owners of dwelling are analyzed. Special attention is paid to the analysis of the problems, which appear as a result of the activity of the associations.

The article is devoted to the specifics of development of the system of internet in perception of primorsk business-elite. The partial comparative analysis of similar perception of Russian and Primorsk business-elites is made.

В работе рассматриваются основные проблемы доступности медицинской помощи и возможности их преодоления в контексте развития законодательства, регулирующего права граждан на охрану здоровья и бесплатную медицинскую помощь в государственных и муниципальных учреждениях здравоохранения. Определяются основные факторы и механизмы, обеспечивающие правовую и организационную основу для доступности нормативного (стандартного) набора медицинских услуг в рамках объявленных государственных гарантий.

The article studies practical aspects, which should be taken into account while creating the mechanisms of making subsoil users civil answerable by example of West-Kamchatsk continental shelf of the Sea of Okhotsk, separate peculiarities of civil liability while oil prospecting in complex natural-climatic conditions through the traditional constituent element of civil offence.

Current legislation of the Russian Federation still does not have any system approach to the solution of the religious organization’s administrative responsibility question (juridical person).

The actual problem of an openness of public service against administrative reform carried out in our country rises in the article. The author generalizes theoretical approaches to research of questions of interaction of state machinery and institutes of a civil society. Carried out the understanding of «The public service openness» concept, its essential parties are allocated: a personal openness, introspective constancy of civil servants openness. Besides, necessary conditions-the bases of existence of an analyzed social phenomenon are revealed and articulated: leadership of the law, parity of statuses, possibility of the social control, competitive vertical mobility. The special attention in work is given mechanisms of achievement of a condition of an openness of public service.
