In this article the methodology of strategic planning the region’s development on basis of scenario method application, its applicability for rating of development of regional complexes in quality distinquishing trajectories are examined. The possibilities of the economy development in inertial, investment, innovative and base scenarios are formulated and analysed.

The value of goal-oriented planning grows at a territorial level. The questions of the state financial control of goal-oriented programs are analyzed at a level of the region. The application determined by S.V. Stepashin, V.A. Dvurechensky and other conception of public audit is substantiated with respect to the control of regional goal-oriented programs.

The article is devoted to the situation of medical services financing from 1991 to 2007, in comparison the Russian Federation, Western European countries and the U.S.. Problems in this branch financing and directions of the optimization of medical services financing are also given in this article.

В статье рассматриваются вопросы организации инновационной деятельности на уровне предприятий. Проведен анализ объемов инвестиций в НИОКР и приведена эффективность исследований за ряд лет. Дается сравнительный анализ вариантов организации научных исследований на крупном металлургическом предприятии ОАО «Северсталь».

The article contains consideration of decision-making process concerning evaluation of initial price of government or municipal contract in the case of purchase for government or municipal needs. There are main results of placement of government order for Amur region's needs in 2007 and 2008.

The article deals with problems of the tourist and recreational services development in the Khabarovsk municipal district. On the one hand, the author analyzes factors that can contribute to the development of tourism and recreation in the district, on the other hand, he reveals main difficulties of such a development.

The article deals with problems of the institutions of social services and defense development in Khabarovsk Territory. The paper highlights the factors that influence the success of realization of the plenary powers of the municipal authorities on social defense of the specified social strata.

The problems of forming civil society in modern Russia and a role of institute of self-government in this process are analyzed in the article. Also Russian experience and problems of forming organs of self-government in pre-revolution, Soviet and modern Russia as element of civil society are observed here. The role of political parties in forming of organs of self-government is critically evaluated too.

When the transition to the market economy began (1990-ies), the Russian Far East turned out to be in a difficult economic situation. Transformations of government policy in conditions of radical reforms needed new management forms, improvements and strengthening of cooperation between the regions and the federal power. The paper describes the formation, role and activities of the Interregional Association “Far East and Zabaikalje”.

This article is dedicated to the problems of the authority actions in the family policy realization in the Far East. The authors give the detailed characteristics to the state measures in the social and legal area; analyze the reasons of the state family policy transformation. Special attention is paid to the woman status change in the society.

As a result of reforms of political building in Russia, multi-party system develops. From unsystematic set of parties in the middle of 90th years of XX century in support to the political regime through the country and directly in Khabarovsk Territory the political association - "Our House - Russia ", named "party of the power" has started to be formed. On its basis in 1999 a new association - "The United Russia" appeared. The activity of the party has led to creation of the administrative mechanism which is being a support and a basis of influence of modern Russian system of authority.

Historiographic examination of accumulated scientific and historic knowledge within the scope of specified problem represents fundamental base for advancement to detailed integrated studies in Russia and its regions in XXI century which used to be left beyond ceremonial picture of successful formation of socialistic society. Object of the study- bank employees. The author describes the role and specificity of the banking sector today. A list of successful professional competencies appropriate action to provide banking services. The analysis of the results of a study of three banks of Khabarovsk. The author also formulates recommendations to improve the professionalism of the bank employees who will contribute to the integration of the banking sector in the socio-stratified structure of society.

The article deals with the current social situation among the indigenous peoples of the North living in the Amur-river basin in Khabarovsk and Primorsky territories. State of health, income and educational level, observance of traditional culture are being analyzed. Basing on this analysis the author calculates the Human Development Index of these peoples.

Three basic stereotypes of corruption perception by the Russians are considered in the article such as a stereotype of condemnation of corruption, a stereotype of tolerance to corruption a stereotype of non-liquidation of corruption. They are discovered as a result of sociological surveys. It is shown that the contradiction between the first and the second reflects such complexities which researchers find during modelling and definition of corruption. The approach to understanding of corruption as continuation of informal relations on a market basis is offered.

In the article the problems of corruptness of society, struggle against corruption through the preventive maintenance of corruption abuses are examined. Approaches on the forming of anti-corruption legal conscience in the Institutes by training of administrative cadres are proposed.

The article focuses on analysis of regulatory acts governing investment activity in the Far Eastern constituent entities. The article outlines the major forms of the state support of investors, influencing the increase of investment activity in the regions, investigates a decision-making procedure by the government authorities of the constituent entities of the Far Eastern federal district on granting an investor status of a business entity receiving the right for state support. The issue is raised as there is a need to improve the investment climate in the regions by means of streamlining and developing regulatory and legal framework.

The article focuses on the mechanisms of formation the state revenue from the payments coming from natural resources exploitation. Different elements and peculiarities that influence the mechanisms of formation as well as the law regulation of above mentioned payments are taking into account. The relevant mechanisms in foreign countries are compared to those current in Russia. The given in the article analysis of this kind of revenue formation and its regulation is authentic and hasn’t been considered before in Russian publications.

In the article are considered questions of collision regulation of the contract of guarantee, which has great practical importance at present in the conditions of economic globalization with lag of legal unification, juristic support of this process.

The paper deals with evaluation of management of integration of border regional economic systems within the frameworks of the system theory. The article also reveals system factors of the Amursk region industries that prevent the region from efficient management of the economic system development within the integration process with economic system of Heilongjiang province.

In the article we show the results of questioning in the JAR territory. The analysis of the questioning let us reveal some reasons for territorial localization of the population. The object of the research is social – territorial system of Jewish Autonomous Region. The article of the research is the process of localization of the population on this territory. This article is devoted to the activity of Soviet of People`s Deputies of Primorsk Territory, party bodies on formation of a personnel reserve in local executive committees. The technology of formation of a reserve on promotion is analyzed, its qualitative characteristic is given, forms and methods of work of party bodies and local executive committees with a reserve on promotion from positions of an opportunity of their application in modern conditions reveal.

Автор предлагает внести дополнения в гл. 5 КоАП РФ «Административные правонарушения, в сфере образования» и определить соответствующие полномочия должностных лиц государственных органов, осуществляющих функции по контролю и надзору в сфере образования.

In this article the problems of formation the system of enforcement authorities in the Russian Federation which will allow to solve the problems of the Government effectively are considered.

The article highlights the conditions of developing domestic tourism in Russia and the challenges the Russian tourist industry is facing. It has been proposed that organizing tourist clusters could serve as a tool for tourism development. A cluster model is given and its components are described. Also described are the territories in Russia that meet the requirements for organization and development of tourist clusters, with special focus on Western Siberia regions where such clusters should be organized and developed on the basis of interregional cooperation.
