Perfection of system tariffs on a railway transportation during all period of development of railways remains to one of the major problems. Tariffs are one of major factors of development of economy of regions. In them problems of development of the regional transport market environment, an infrastructure of railways, updating of a rolling stock, formation of investment, tax and credit policy of the state, development of transit potential of the country are reflected. In clause the retrospective and modern analysis of model of tariffs for cargo rail transportation is presented, the role and value of the state in realization of tariff policy on a railway transportation is shown.

This article is devoted to consideration of the tax income structure in the budget of Khabarovsk Territory. It is revealed the non-optimal assessment between the Khabarovsk Territory budget and the budgets of the organs of the local self-government. The redistribution of the tax income in favor of municipal regions is based.

The market of passenger truck shipments, as well as any economic system copes considering its structure, potential and the data about its functioning. It is considered to be the results of functioning performed with a certain degree of a quality. The technique of quality management of passenger truck shipments in the market of motor transportation services will allow to raise a management efficiency quality of passenger truck shipments, by adjustment of the financial streams providing functioning of the market of transport services.

In this article the management questions of the municipal order, on an example of the municipal order of Khabarovsk are considered, calculation of efficiency of functioning of a system of the municipal order is presented, offers on perfection of an operating control system of the municipal order of Khabarovsk are given.

In this article the organizational-economic mechanism of forestry sector management of Khabarovsk territory is considered. Level and efficiency of timberland rent and a direction of formation of concession are analyzed.

The article deals with methodological basis of the category of the “regional potential of labor”; it reveals the advantages of the category in comparison with the category of the “labor potential” which is traditionally used in the labor economics. The article highlights and defines general subsystems and basic reproduction phases of the labor potential. Theoretical possibilities of application of a category of “potential of the labor” to the analysis of a labor market of region and its conjuncture are investigated. The author of the article also substantiates system approach to the labor market.

The article contains materials on the medical and demographical situation in the RF and Khabarovsk Territory. The author analyses functions of the Health institutions and financial provision in 2006 – 2008 taking into consideration the local self-government development. Results of the Health National Project results are introduced by the article. The author marks necessity of the public health improvement.

A survey to find out how globalization affects students’ foreign language competence has been conducted by the author. Over four years hundreds of fist and second year students were interviewed at the universities in the Far Eastern cities of Khabarovsk, Blagoveshchensk and Yuzhno-Sakhalinsk. The research was focused on motivations students have to learn languages and how they use foreign languages in their lives. The article highlights the most important results of the survey.

The presented article with certain regulations of the Message of the President of the Russian Federation to Federal Assembly of the Russian Federation opens non-traditional meaning of norms of the Civil Legislation of Russia. Relations between private individuals on the one hand and public control authorities on the other hand are the central problem of the present-day reality of the country. Within real estate turnover at certain stages of private rights’ realization legal relations occur between public control authorities and private individuals, more importantly, adjusted to civil standards. The legal essence of these relations, practical and, first of all anti-corrupt meaning of theoretic-legal statements about their nature takes the central place in presented work. The attempt to extend the Civil Law subject was presented in this article due to examples of novelization of the Russian Civil Legislation sources by inclusion of organizational-procedural relations to show the practical value of the specified theoretical researches.

An author of the article discusses important problems of the Russian Far East forests safety. One of the problems is suppression of illegal cuts and exceeding authority of officials who is in a charge of the forests. There are examples such violations in the article. It had been shown reasons and conditions of the illegal cuts and the criminological analysis of delinquents. It had been emphasized some aspects of legislative imperfection in forest exploitation.

The article analyzes how crimes are perpetrated and describes their characteristics and methods of deception in the sphere of budgetary expenditures for state and municipal requirements. The profiles of offenders are also examined.

This article subjects to design criticism the existing processual order of the attraction of citizens to the administrative responsibilities in the cases of accomplishment by them the administrative offense. For the purpose of bringing administrative process into the correspondence with the constitution of RF and giving to administrative process of the proper form it is proposed to divide it into independent and independent components: administrative- procedural component is administrative - jurisdiction component. These constituting will determine the level and the boundaries of the scope of administrative body and vessels in the administrative process. Administratively-procedural and administratively -jurisdictional components as stages of administrative process.

The article describes the advantages of creation of the holding structures, presents methods of calculation of an effect of synergy as an economic substance of the holding structures and also presents method of the economic estimation of effective corporative integration through the index integration system and Balanced Scorecard system.

Local conditions and capabilities of career planning which students have while they study at the university are described in this article. The author analyses communications and networks between universities and different social subjects which are included in planning process and influenced on it. Also the author represents vicious circle of problems in these communications based on local conditions.

As in XIX century in Russia there was a period of intensive development of transport, there appeared a new speciality - engineers of lines of communication. Owing to excellent training experience, its representatives gained versatile knowledge which allowed them to work in the most various branches of transport and industry. In prerevolutionary Russia they represented technical and scientific elite of the country and played a great role in its development and, especially, in opening up new, huge spaces of Siberia and Far East.

The author of the article investigates the problem of introducting Yiddish (a dialect of the East Europe Jews) as the national state language in the Jewish autonomous region on the basis of archival sources. The author analyses disagreements in the management of the JAR under the decision of this problem, and also methods used by the authorities of the region for achievement this aim, and results of their activity.
