The article reveals the problems of the attitude of residents of the Khabarovsk Territory to ethnic migrants through the prism of tolerance, as one of the options for forming value attitudes that determine the content side of the processes of adaptation of the host community and migrants to changes caused by the intensive influx of citizens of other states to the territory of the region. Various theoretical approaches are analyzed that justify tolerance as a value category not equivalent to indifference or unquestioning acceptance of a different worldview and way of life, but as a position that makes it possible to live in accordance with one's own worldview among others. An attempt is made to search for sources of tolerance in the social environment of the region through the concepts of tolerance, boundaries of tolerance, ethnic identity, forms of manifestation of ethnic tolerance and intolerance. The formulated modern interpretation of tolerance makes it possible to develop a socio-cultural tradition of resolving social tensions, preventing violence and aggression, becoming an object of social management. The article presents the results of sociological surveys of the population of the Khabarovsk Territory, where the most significant identification characteristics of residents of the territorial community are identified, the importance of tolerance in the mentality of residents of the Khabarovsk Territory is determined, and the degree of manifestation of ethnic tolerance towards migrants is revealed. The main results of the sociological study and the formulated on their basis conclusions can be used to improve the migration policy of the Khabarovsk Territory and adaptation programs for ethnic migrants in order to prevent conflicts and social tension.

The article presents the main milestones in the development of sociology in the Russian Far East. The institutionalization of regional sociology in the Soviet, perestroika, and modern periods is traced in chronological order, the features of formation are noted. Based on the materials of the State Archive of the Khabarovsk Territory and the Archive of the Far Eastern Institute of Management historical facts and events refl the process of formation and development of sociological science and practice in the Far Eastern territories of Russia are considered. The article presents the institutionalization of sociology since the beginning of the 90s of the twentieth century as an academic discipline that forms sociological thinking of future and current managers and sociologists. The contribution of the Far Eastern party and modern sociologists is described. The authors' assessments and conclusions about stages of Russian Far Eastern sociological science development give understanding of its historical lessons how to scientifi support activities of authorities and how to manage further socio-economic development of the Russian Far East better for improving the quality of life of its population.

The article presents theoretical and empirical analysis of the significance of distance learning system in solving the problems of self-education of students' personality, reflecting the sociological aspects of the study. It substantiates the significance of DLS in the long term as a learning platform and as a component of a mixed model, which, in the long term, involves a combination of full-time and distance forms of higher education. The positive and negative aspects affecting the formation of self-developing personal attitudes in the process of using distance learning technology are revealed. The conceptual provisions of formation of methodological basis of sociological research processes of self-education of students are offered. The research problem focused on the use of distance form of higher education as a factor forming skills of self-development, through the implementation of procedures of self-education, which is considered through the totality of its three types: intellectual, spiritual, physical is concretized. The structural model of sociological research indicators developed on the basis of objective-subjective paradigm and structural-functional analysis, where the set of objective indicators is designed to identify external factors and substantiate their impact on the self-development of students' personality, is presented. Subjective indicators, within the framework of the research model, diagnose the existing trends and form promising directions of development of self-education processes and its motivations in the context of distance learning. Recommendations are formulated, which will contribute to the formation of systematized scientific and methodological positions in the development of programs of complex sociological research, collection, processing, analysis and use of the obtained information.

В статье анализируются современные условия и факторы, способствующие возникновению и развитию различных форм экстремистских проявлений в Хабаровском крае, обосновываются их специфические особенности, дается анализ и оценка проявления в крае националистического, религиозного, молодежного и политического видов экстремизма, а также различных каналов распространения экстремистской информации. Предлагаются содержание и последовательность социологических приемов, направленных на выявление и диагностику признаков экстремизма среди населения, экспертную оценку необходимых материалов, содержания информации, полученной в ходе исследования. Обосновывается целесообразность использования различных форм профилактики экстремизма с учетом современных региональных тенденций, статистической информации, связанной с количеством и направленностью преступлений и правонарушений на почве экстремизма, а также данных социологических опросов, в результате которых были выявлены специфические особенности экстремистских настроений и отношений к различным его формам среди населения Хабаровского края. ; Ключевые слова: экстремизм, региональные особенности экстремизма, региональные каналы распространения, профилактика экстремизма, методика и техника социологического исследования.

The article reveals the theoretical and methodological approaches to the adaptation of migrants, the characteristics of migration flows in the region over the past five years, the features associated with changes in the ethnic composition of migrants, the selective and enclave nature of their settlement in the Far East.We use the results of sociological research related to the analysis of possible scenarios of transformation or preservation of ethnic identity of migrants, taking into account their life plans and social attitudes.The variants of implementation by the authorities of different forms of inter-sector interaction on realization of ethno-cultural adaptation of migrants in the conditions of the multinational region are offered.

The article discusses the modern theoretical and practical approaches of sociological evaluation and analysis of the social orphan hood, associated with the regional dimen-sions of the tendencies that are particularly active in the recent years. The problem of reducing children-orphans and children left without the parental care, the closing of orphanages, support blood and surrogate families and students are discussed. Pro-posed research activities related to the sociological ensuring prevention of the social orphan hood, provided with the statistical information reflecting the directions and content of prevention of the social orphan hood in the Khabarovsk territory. The model of system for prevention of the social orphan hood is given in three groups of indicators: institutional, technological, discursive and procedural requirements for its use in the research priorities related to prevention of the social orphan hood.

In this article the development processes of additional education (further – AE) of children in the Khabarovsk territory, according to the main program documents are analyzed. The model of formation of the state (municipal) task for the maintenance of additional education of children taking into account specifics and priorities of the regional development is offered. Development and realization of the regional model are carried out in the long term through an increase in coverage of children, irrespective of geography of accommodation and a level of income. There is a creation of special mechanism of financial support of the right of children for participation in the programs of additional education, irrespective of the family economic and social situation, and also the status of health through the personified obligations. It is specified an improvement of quality of additional education as a result of changes of technological and social way. Realization of availability of additional education of children is considered as a multilevel open, dynamic system when ensuring the following principles: state and public nature of management, partnership, state and business, interdepartmental integration, network information exchange.

In this article theoretical and practical approaches to justification and possible use of the indicators of evaluation of the competitiveness of the main educational programs of the higher professional education, their importance for ensuring the quality of multilevel system of the vocational training, providing the labor market, determination of the motives of entering the higher educational institution are presented. The new approaches to the content of professional orientation work directed on the social importance of educational programs, justification the determinants of organization of the advertizing activity of the selection companies and ensuring its efficiency are offered. The main directions of interaction with the target audiences are presented: entrants, parents, employers, and also the technological approaches of possible use of the methods of sociology in the course of diagnostics of the professional orientation preferences of entrants are given.

In this article the main problems connected with the realization of the State program "Social support of the citizens" by No. 2553-r of 27.12.2012 and its four sub-programs, in the context of improvement of the methodology and technique of determination of the needs of the citizens in the measures of social support, are considered with the orientation on: widening of the non-monetized forms of rendering social services; creation of the system of evaluation by the consumers of quality of the rendered social services; measures of a raising of prestige of the social workers; increase of efficiency of the state support of the socially oriented non-profit organizations.

The article presents material that reflects the experience of interaction of the Pension Fund of the Russian Federation in the Khabarovsk region, the Jewish Autonomous Region, as well as the social security institutions FSS HIF and other educational institutions of the Khabarovsk Territory on the organization of practice-oriented teaching students to prepare the highly qualified specialists to work in the administrative structures institutions and the pension and social security at the regional level.

The article analyzes value-motivational determinants of municipal employees. On the basis of theoretical and empirical research the value-motivational preferences with the content and result of activity of municipal employees of the Republic of Sakha (Yakutia) are determined. Recommendations which can be used for the work improvement with the personnel of municipal management are offered and the regional specifics are taking into account.
