Приоритетом национальной образовательной политики до 2024 года является вхождение России в десятку ведущих стран мира по качеству образования. В связи с этим актуальным является не только качество подготовки обучающихся по общеобразовательным предметам, но и уровень функциональной грамотности учащихся, а также повышение качества образования за счет управления образованием на различных уровнях, в том числе и на основе данных социологических исследований. В данной статье проводится социологический анализ результатов региональной метапредметной проверочной работы, инструментарий которой был разработан на основе международных подходов к оценке функциональной грамотности. Рассматриваемое исследование проводилось для семиклассников Хабаровского края в феврале 2020 г. Целью исследования было определено выявление факторов, влияющих на качество подготовки школьников. В ходе исследования на основе данных анкетного опроса обучающихся края автором была выявлена корреляция между группами факторов, характеризующих условия школьников для обучения, отношение к школе и отдельным предметам, взаимоотношения в классе и пр., с успешностью выполнения проверочной работы. В заключении рассматривается пример решения по управлению качеством образования в образовательной организации с учетом полученных результатов. ; Ключевые слова: качество образования, факторы качества, метапредметные результаты, функциональная грамотность, социологический анализ.

he article presents the results of sociological analysis of the independent educational quality assessment to identify factors and conditions created for learning which affect the successful adaptation of 5-graders to the secondary school and contribute to improving the quality of General education in the Khabarovsk territory. The article presents the instruments that include: psychological and pedagogical methods for the students; questionnaires for teachers and parents; the program for input, processing and presentation of the research results; recommendations for the study and interpretation of the research results. These instruments focuses on the evaluation of following sets of indicators: indicators of readiness to study in the secondary school, contextual indicators related to the individual characteristics of students, specifics of the educational process, characteristics of the student families; indicators of the parents’ satisfaction with the different aspects of their child’s school life. The analysis of the research results is carried out in comparison with the similar data of the research of readiness of the 1-graders to study at school. According to the results of the survey of parents, the author highlighted the problematic aspects in organization of the educational space by schools of the Khabarovsk territory. It also offers a list of recommendations that can increase the satisfaction of parents with the quality of educational space in schools.

The article is dedicated to the independent assessment of the quality of school education. The author looks at one of the elements of the unified system of education quality assessment in the Russian Federation – All-Russian Assessment Tests. All-Russian Assessment Tests are examined as a tool of management of education quality rather than a tool of independent assessment of student educational achievements as they are commonly perceived in pedagogics. In the course of the study the author analyzed sociological data, collected during the administration of All-Russian Assessment Tests in 2017. Peculiarities of the organization of school educational process, demographic characteristics of teachers, students and their parents, the location of schools and other indicators were considered. The findings of the questionnaire and the results of the federal project “The development of effective mechanisms of complex monitoring of education quality on the basis of assessment results” allowed to identify typical characteristics of educational organizations of the Khabarovsk territory that demonstrate low level of student achievement on a regular basis. Taking into account international experience the author proposes the strategies of educational policy aimed to improve the quality of education at a particular school and in the whole region.

The article presents the results of sociological analysis of the research process of studying texts and features of their understanding by the primary school pupils of the Khabarovsk territory schools. The author points out the factors and conditions that having an impact on the quality of reading and understanding text by the junior schoolchildren. Among them: family resources, parental attitude to reading, classes for the preschool age children, kindergarten attendance, pupils attitude to the reading, teachers demographic characteristics. The results of the independent education quality evaluation in the region is compared with the international comparative research results on the researched topic. It also offers a list of scientific and practical recommendations that can be used to increase the younger pupils reading literacy.
