The article contains the result of the authors’ pilot research. It is independent rating of quality of instructional organization’s educative functions (exampled in municipal district of the Khabarovsk territory – Vanino). The subject to consideration is the theoretical essence of independent rating in the educational sphere and its special social relevance. The article also analysis the standard-legal base, which regulates the relations, joined to the independent educational of quality rating. The focus of the article peaks on the independent educative quality rating and its two directions: independent rating of the quality of student’s preparations and independent rating of the quality of instructional organizations that are execute educational activity. On the whole, the analysis helps to get the representation of independent rating of educational quality. It helps showing up the causes of insufficient contentment of people in order and quality of education in the Vanino district of the Khabarovsk territory and to improve educational quality of the municipal educational organizations.

Experiment of the Republic of Sakha (Yakutia) on introduc-tion of a new form of granting the target budgetary transfers in the form of the budgetary letter of credit is presented in the article. The relevance of this process is disclosed. The experiment of federal lev-el of the power on introduction of this mechanism is described. Re-sults of the pilot project on introduction of the budgetary letter of credit on the example of the certain state funded organization are analyzed. In this article it is shown that as a result of introduction of "the budgetary letter of credit" within the pilot project it was suc-ceeded to cut the cash expenses in relation to the extremely possible amounts of financing. It, in turn, has allowed draw the conclusions that "the budgetary letter of credit" as a new procedure for granting of the target budgetary transfers can be effective at the sub-federal level of the inter-budgetary relations.

The article presents the results of study of vocational attitudes, job preferences and the image of ideal job among the students of educational institutions. The relevance of studying the influence of professional choice is related to the necessity of consideration of features of the reproduction of labor resources in the Khabarovsk territory. The article analyzes the changes in the preferences of students to the chosen professional activity. The attention on the dynamics of building professional development pathways is focused. It is revealed that depending on the rate of change of the indicators of satisfaction with the higher education, i.e. the higher the age and rate, the more difficult is the process of transformation of views about the work of chosen certain expectations. Recommendations for the educational organizations of the Khabarovsk territory about carrying out professional orientation work both with the entrants, and with the students of educational organizations are offered.

For the last decade there has been a growing interest research of adolescence in difficult life situations. This study is in line with social constructivist approach to adolescents. In this article, adolescence is analyzed from the perspective of social constructivism. Adolescence is considered as a construct that is in the plane of various scientific, media and public discourses. The article presents an analytical view of constructing the image of "difficult teenager" in context of public space, media and scientific discourses. However the contemporary sociological discourses regarding adolescence discussed in the article The key findings of the article is the identification of the concept of "adolescents in difficult life situation", based on an analysis of current discussions in the Russian and foreign studies. The study contributes to social constructivism theory.

Авторы в статье отмечают, что с развитием системы специализированных учреждений открытого типа для девиантных детей и подростков актуальным становится вопрос о том, насколько эффективными являются данные учреждения в регионах России. В статье акцентируется внимание на выявлении степени преодоления склонности к девиантному поведению у подростков выпускного класса на примере реабилитационного центра в г. Хабаровске. Данный критерий является главным показателем эффективной работы центра. В исследовании использованы социологические и психологические методы, в частности: наблюдение, рисуночное тестирование и сравнительный анализ, – которые позволили авторам сделать вывод о том, что в специализированном учреждении г. Хабаровска склонность к девиантному поведению преодолена не в полной мере. Эффективное действие реабилитационного центра зависит от многих факторов и условий, которые необходимо продолжать комплексно изучать не только в рамках региональных практик, но и охватывать все регионы России.

In this article the analysis of modern labor market is carried out. The author focuses attention on discrepancy of the needs of labor market for professionals in this or that field of national economy and the graduated certified specialists and bachelors which has a pronounced mismatch between the demand and the offers. At the present stage of formation of the Russian society special topical character and social sharpness are gained by the difficulties of regulation of labor behavior of the young specialists. The special attention in the article is paid to the problems of employment of the young specialists with the higher arts education, in particular interpretation of the results of sociological poll of the graduates of the arts higher education institutions of Khabarovsk "Evaluation of labor motivation of the young specialists with the higher arts education" is given. Recommendations about the main directions of formation of labor socialization and integration of the students into the professional community are provided.

In this article theoretical and practical approaches to justification and possible use of the indicators of evaluation of the competitiveness of the main educational programs of the higher professional education, their importance for ensuring the quality of multilevel system of the vocational training, providing the labor market, determination of the motives of entering the higher educational institution are presented. The new approaches to the content of professional orientation work directed on the social importance of educational programs, justification the determinants of organization of the advertizing activity of the selection companies and ensuring its efficiency are offered. The main directions of interaction with the target audiences are presented: entrants, parents, employers, and also the technological approaches of possible use of the methods of sociology in the course of diagnostics of the professional orientation preferences of entrants are given.

The analyze of sociological research is represented, as a result of which the population’s ideas of a prestige of the profession of the social work are revealed, and the range of ideas of this profession is defined.
