The publication is devoted to the problem of formation and development of the complex legal branch of the Russian right – the anti-corruption right of Russia. In this article the objective need, dynamics, chronology, difficulties and discrepancy of the process of formation and development of the anti-corruption right, and also its system, structure, the contents and value of the main anti-corruption acts, the development and improvement directions are revealed.

In the publication a complex and debatable problem of the right understanding of corruption as a social and legal phenomenon and a concept "corruption" ratio with the concept "corruption counteraction" are researched, the reasoned judgments of the author on considered problems and a conceptual framework of the Federal law "About the corruption counteraction" are given.

In this article the questions of interference and the interrelation of ethical culture, moral, moral health with the sense of justice and legal culture of the personnel who are carrying out the legal activity, and also in the process of training and formation the competences of the lawyer are studied.

The article is dedicated to one of the key problems – the right-understanding of corruption as the especially criminal, publicly dangerous, criminal-punishable act. This right-understanding of corruption follows from the convention of the United Nations against the corruption and the Russian federal law “About the opposition to corruption”. In the article the innovations in the Russian legislation about the bribery are analyzed.
