Abstract
In the publication a complex and debatable problem of the right understanding of corruption as a social and legal phenomenon and a concept "corruption" ratio with the concept "corruption counteraction" are researched, the reasoned judgments of the author on considered problems and a conceptual framework of the Federal law "About the corruption counteraction" are given.
