The relevance of this scientifi article stems from the need to optimize processes and expand feedback channels to implement one of the key objectives of the modern investment policy of the Russian Federation: developing proactive government bodies in their interactions with investors. Feedback as an element of the regional investment standard has more than a decade of implementation experience, however, the high dynamism of external environment and presence in it of suffi number of factors potentially negative for the investment activity require the authorities to transform this mechanism and adapt it to the investor needs. This article discusses stages of formation and development of the feedback mechanism, starting from the period of implementation of the fi investment standard. Authors pay special attention to the fact of variety of forms and sources for implementation of the feedback mechanism, which may not always lead to positive results, but also complicate or disrupt communication. Re-updating and updating of the feedback format in the regional investment standard 3.0 is aimed at improving the accessibility and convenience of users, prompt response and completeness of solving the investor problems. Authors believe that unifying the problems of applicants and the channels of circulation will allow building horizontal economic ties between the state and investors, resulting in direct and indirect economic benefi manifested in saving the investment costs, reducing potential investor losses, and increasing the investment volumes. Collection and analysis of information about the most frequently encountered investor problems, search for optimal solutions to these problems, generalization of experience, formation and replication of best practices for implementation of the feedback mechanism contribute to development and implementation of the government proactivity in the fi of investment policy. Materials of the article may arouse the interest of the scientifi community, public authorities involved in the formation and implementation of the regional investment policy and the expert community.

The article discusses the issues of introducing a new mechanism of the regional investment standard for the formation of investment proposals for businesses. The groundwork and prospects of investment proposals for promoting priority areas of investment development of the territory, searching for investors and attracting investments are refl The importance of investment proposals as a tool for proactive investment policy in the regions is emphasized. The features of the investment proposal phenomenon in scientifi and legal aspects are highlighted, the main methodological parameters are refl The relationship between an investment project and an investment proposal is considered, the content is differentiated. Particular attention is paid to the procedure of visualizing an investment proposal for potential investors, and it is concluded that there is insuffi information in an abbreviated format for the response of interested parties. Additional elements of the investment proposal on benefi for the investor are proposed. The features of the promotion of investment proposals as an obligatory stage of the mechanism of their formation are shown. A set of conditions for the trajectory of investment proposals is presented, taking into account proven business tools in the context of polarized development. The regional practices of forming and promoting investment proposals based on the selective method of a number of regions participating in the pilot project are considered. The peculiarities of visualization of investment proposals on the investment portals of each of the considered subjects of the Russian Federation are highlighted. The necessity of unifying visualization procedure and promoting practices of the pilot regions for their further replication is determined. The main conclusions and results of the study confi the importance of proactivity in building a vertical unifi investment environment and can be used to update the content and promote investment proposals.

The research relevance is determined by the need to assess the potential of transformations in the activities of public authorities to attract investment in regions and municipalities. The article considers the processes of dynamic changes in the mechanism of the regional investment standard, determined by the investment needs of the country's regions and implemented in the form of elements of fi the current mechanism. The authors determine the results of the implementation of the second-generation regional investment standard and identify the reserves for the development of its tools, substantiate the processes of transformation and maturity which meet modern macroeconomic challenges and priority goals of economic growth. The maturity mechanisms of the third- generation regional investment standard are briefl characterized. The correlation of new elements of regional and municipal investment standards is determined. The problem fiof interfacing these mechanisms in the process of their implementation is outlined. At the stage of unifi of elements of the municipal investment standard and coordination of actions of regions and municipalities to increase investment activity, generalization of regional experience in order to identify successful practices for their further replication is of practical interest. The conditions of applicability of the regional investment standard maturity mechanisms for increasing the investment activity of territories are: unifiof approaches to the implementation of elements of the municipal investment standard; interfacing of elements of regional and municipal investment standards in order to create conditions for the implementation of proactive investment strategy of municipalities; generalization and replication of successful practices of territories on the integration of the municipal standard in the system of regional investment policy. The results of implementing the regional investment standard should be: the dynamics and structure of investments (growth of the volume of investments); increase (taking into account possible expansion) of the number of investors; growth of the degree of trust and satisfaction of business with actions of the authorities.

The assess of the basis, prospects and characteristics of the mobilization nature of scientifi and technological development in Russia is necessary for further research and analysis of the effectiveness of the state efforts and measures to achieve the goals of the Strategy of Scientifi and Technological Development. Sanctions pressure and forced disruption of production chains and innovation cycles, the problems of the development of science and technology within the country are becoming particularly acute and require balanced and progressive measures to solve them. The conclusions of the authors are of scientifi and practical interest for researchers and the general public and can be used in further research, as well as in the practical activities of the authorities. The authors assess the groundwork and point out the prospects of scientifi and technological development of the country. The methodology of the article is based on the theory of mobilization economy, comparative and empirical as well as structural analysis. The general result of these approaches is the development of the theory of mobilization economy in conditions of sanctions pressure as a new reason for turning to the mobilization type of development, as well as the formation of special conditions for the mobilization development of scientifi and technological sphere on the basis of a set of reserves and prospects of scientifi and technological development. The aim of the article is to investigate the reserves of scientifi and technological development as a transient complex of productive dominants to ensure the continuity of scientifi and technological development. The article also points out the conditions of their applicability in connection with the priorities of scientifi and technological development at the new stage of mobilization development of the scientifi and technological sphere under sanctions pressure. The authors make a conclusion about the regularity and validity of giving mobilization character to the scientifi and technological development of the country in the medium term on the basis of the special conditions of mobilization development in the scientifi and technological sphere. The authors also state that the content of government infl and the volume of resources concentrated in the fi of science and technology must be changed.

The relevance of the study is due to the need for theoretical comprehension and practical analysis of the processes of technologization of the Russian economy in the context of the formation of the ecosystem of technological development. The transformation of the innovation ecosystem into the ecosystem of technological development is an objective trend caused by radical changes in the external environment of the Russian economy and the need to adapt to them. The purpose of the study was to identify specifi features and elements of the technological development ecosystem, as well as to review some of the best regional practices in this aspect. The review by the authors of scientifi sources, current regulations and regional experience on issues of technological development is of scientifi and practical interest both for continuing research on this issue and for introducing the most successful practices into the activities of regional authorities in the formation and implementation of regional technological development programs. The conclusions obtained by the authors confi the objectivity and conditionality of the processes of transformation of innovation ecosystem into the ecosystem of technological development.

The article deals with the theoretical and practical aspects of application of the concept of lean manufacturing in implementation of the state investment policy in terms of the regional investment standard instruments. Successful concept of lean manufacturing, formed in the fi of production and business, fi its application in optimizing the processes of interaction between investment process participants and public authorities. One of the elements of the Regional Investment Standard is the code of investment rules containing algorithms for the investor's actions in the process of implementing investment projects. Methodology of the end-to-end investment fl based on the concept of lean manufacturing, optimizes the content of the code of investment rules as a part of the Regional Investment Standard. Practical implementation of this methodology in the pilot regions from among the subjects of the Russian Federation made it possible to reduce the terms of the investor's client trip and to eliminate duplicate actions in the interaction of the authorities and the investor. The review of scientifi sources conducted by the authors, containing theoretical justifi and approaches to adapting the concept of lean manufacturing to the fi of public administration, including economic processes, is interesting for science and practice. Analysis of the actual data characterizing the results of introduction of the end-to-end investment fl model makes it possible to visualize the effect of this concept in the investment policy. The results of the research described in the article are interesting from the perspective of practical use by the government bodies in realization of the investment policy of the region, as well as by the researchers of problems of the investment sphere. Conclusions of the authors substantiate introduction of the Lean manufacturing technology into the code of the investment rules of the Regional Investment Standard, which will help reduce the time for investor to pass the client path.

The article deals with modern investment instruments for the implementation of public and private infrastructure investments. In recent years, the creation of new and improvement of existing infrastructure investment instruments has been intensified. The development of the system of tools is associated with the complication of the economic and political environment, as well as with the increasing of the needs of the regions in the creation of modern infrastructure facilities. The purpose of the research is seen in the consideration and analysis of the regions practice of using infrastructure investment instruments for the identification the problems and further development the instruments of the regional investment policy. The review of the legislative aspects of the using of these tools, conducted by the authors, as well as the analysis of the factual data about the present and future of the infrastructure investment market in the regions, in particular, in the Khabarovsk Territory, are of scientific and practical interest. The relationship between the concepts of the infrastructure project, infrastructure investments, infrastructure menu and regional investment standard was established. The results of the research described in the article are interesting from the perspective of practical use by the government bodies in the realization of the investment policy of the region, as well as by researchers of the problems of the investment sphere. The authors' results verify the trends of recent years - despite the intensified activity of the federal center, which offers a variety of tools for infrastructure investment, the regions do not yet fully use them for the implementation of infrastructure projects.

Changing of socio-economic conditions and the external economic instability influences formation of a new vector of investment development of the Russian Federation’s territories in the direction of increasing independence in attracting investment resources, as well as increasing the stimulating role of state regulation of the investment activity. Development in 2021 of the Regional Investment Standard and introduction of its functional elements in the pilot regions became a logical continuation of the purposeful activities to unify and standardize the actions of the constituent entities of the Russian Federation’s state authorities to attracting of the investments. The investment declaration is a goal-setting element of the standard which contains targets and conditions for attracting investments to the region. In all subjects of the Russian Federation selected as the pilot regions, the process of formation and approval of this document has been completed. The recognized leader in this process is the Sakhalin region. Researching of the practice of implementing tools of the Regional Investment Standard is essential for replicating the best experience, because in the presence of approved methodological recommendations, the regions approach solution of this problem in different ways. During of researching, the authors identified deviations in development of the investment declaration of the Sakhalin region from the methodological recommendations. In addition, the question of correlation between the provisions of declaration and the strategy of socio-economic development of the subject of the Russian Federation remains open. The analysis of complementarity of provisions of the investment declaration and provisions of the socio-economic strategy of the Sakhalin region revealed a number of inconsistencies. This can significantly complicate implementation of the investment development achieving the goals of socio-economic development of the region.

The article contains an expert opinion on regional development issues reflected in the Message of the President of the Russian Federation of 2021 (hereinafter – the Message). It is noted that the issues of regional development in the Message correspond to the logic of the principles of coordinated functioning and interaction of the bodies included in the public power system. It has been shown that along with social measures, the key idea of the Message is the economic development of the regions. The prerequisites and setting of regional development goals within the framework of the new regional support scheme proposed in the Messageare revealed. The regional block of instructions for implementation of the Message is presented, the implementation of which will ensure the fulfillment of the role of the Message as a document of spatial development and equality of opportunities for the different territories and population groups.

Статья посвящена актуальным вопросам стандартизации конкуренции и внедрения новой версии стандарта развития конкуренции в субъектах Российской Федерации. Научная проблематика настоящего исследования обусловлена недостаточностью динамики развития конкуренции в субъектах Российской Федерации в отсутствии стандартизированных ориентиров на достижение результатов развития конкуренции. Обоснована значимость решения задачи по развитию конкуренции в субъектах Российской Федерации, отраслях (сферах) экономики Российской Федерации на основе унифицированных подходов к определению и достижению ключевых показателей развития конкуренции на товарных рынках с учетом региональной и отраслевой специфики. Определено, что стандарт развития конкуренции в субъектах Российской Федерации обеспечивает регламентацию действий органов государственной власти в части выработки механизмов реализации конкурентной политики в региональном аспекте, определяет самостоятельность их действий и является составной частью стандартизированной системы развития конкуренции. Результаты проведения сравнительного анализа применения отдельных составляющих стандарта развития конкуренции указывают на имеющиеся и решаемые путем развития конкуренции проблемы социально-экономического развития соответствующих территорий, что может послужить основой для поиска лучшей практики инструментов развития конкуренции. ; Ключевые слова: развитие конкуренции, стандартизация конкуренции, стандарт развития конкуренции, товарные рынки, ключевые показатели развития конкуренции.

The article is devoted to the topical issues of development of the public civil service and based on the analysis of the course of realization of the main directions of development of the public civil service of the Russian Federation for 2016-2018. The author analyzes structural elements of the road map on realization of the main directions of the public civil service and interprets achievement of the expected results from the planned actions for the standard legal both methodical providing and organizational control to providing the road map.

In this article the contents and structure of evaluation of the regulating influence in the comparative aspect of legal regulation of federal and regional levels is consid-ered.

The content of evaluation of the regulating influence characterizes it as one of the in-struments of management of regulatory type, it is shown in its purpose and results of application, is determined itself by its internal structure. The content of evaluation of the regulating influence is represented as the sequence of actions for achievement of the goal of evaluation of the regulating influence united in the general logical scheme, possible to differentiation on the evaluation procedure stages. The attention is focused on the marked-out identification signs of the content of assessment of the regulating influence - its subject domain, functions, tasks, principles of the procedure of carrying out. Comparison of the stages of the procedure of evaluating the regulating influence between the levels of public management concretizes a certain variability within the general logical scheme.

The article is devoted to the topical issues of development of the public civil service and based on the analysis of the dynamics of planning of development of the public civil service of the Russian Federation for the forthcoming period. The author analyzes the drafts of regulations about the main directions of development of the public civil service and the plan of measures on their realization for 2016 – 2018 and 2015 – 2018, focusing attention on the new introduction and technologization of substantial and institutional transformations.

In the article a problem of legal norms’ competition of the Federal Act №294 «Defense of corporate bodies and entrepreneurs’ rights during the exercise of actions on the state control (supervisory) and municipal control» and The Code of the Russian Federation «About Administrative Offences» is formalized. It was shown a meaning of the competition of legal norms as a definite coincidence of different norms of these shown standard legal acts regulating grounds and the reasons for sudden inspection and administrative investigation during the actions of the state control and supervisory. The analyzed problem causes an alternative of the legal norms and choice of one of them depending on an executor of the law’s discretion. The ways of solutions of the legal norms’ competition by a legislative distribution of cases of actions involved with sudden inspection when there are reasons for an administrative investigation were proposed.

Статья посвящена теоретическим и практическим основам формирования системы управления в малом и среднем предпринимательстве. Разработаны модель «противозатратного» ценообразования, рекуррентная модель последовательного покрытия затрат и формирования прибыли на основе ценовой стратегии. Обоснован предложенный метод для достижения управленческих целей.
