Socio-Political Mobilization of Communities in Urban Confl Online and Offl Indicators

Abstract

The article examines the indicators of social and political mobilization of urban communities in the context of urban development confl The study aims at identifying the distinctive features of mobilization processes in both online and offl environments. The methodological framework embraces case studies conducted in two Russian cities- Kemerovo and Krasnoyarsk - having implemented large-scale urban transformation projects within renovation and integrated territorial development programs. The paper focuses on digital forms of mobilization conducting a content analysis of user comments on social media platforms. The article proposes a typology of online and offl socio-political mobilization indicators: from digital reactions (petitions, comments, chat discussions) to offl actions (protests, legal actions, formation of grassroots initiative groups). The fi show that the intensity of mobilization ranges from fragmented digital responses to sustained legal and political activity, depending on residents’ level of awareness, the nature of their interactions with public authorities, and the symbolic signifi of the areas undergoing transformation. For instance, in Kemerovo, mobilization was predominantly digital and fragmented, whereas Krasnoyarsk showed pronounced offl activity and legislative influence.
