Abstract
In the article the basic signs, characteristic for governance in any system are given. The concept of the method in the conventional sense is examined. The basic management methods in the system of Judicial Department are presented. Besides, the author suggests a more widely to use such method of administrative activity, such as education, in the form of tutorship.
