The article provides a definition of the intellectual potential of the regional management, its internal and external structure, and its formation is discussed. Estimation of the impact of the intellectual management capacity on the competitiveness of the region is given. Based on this analysis the author concludes that the intellectual management capacity is becoming the leading factor in competitiveness and economic growth of the regions.

The article describes the main trends of regional innovation system, its structure, maintenance the conditions of activity. The official ratings of innovation and inventive activity of Sakhalin Region among the leading regions of Russia were analyzed. Based on research by the author the creation on the island the International Research Center for the study of practice of the offshore development were offered, the areas of implementation of the innovative technologies are detailed.

In this article the analysis of territorial features of development of the Sakhalin region is given. Regularities of the influence of adverse climatic conditions on the formation of population potential are noted. The characteristic of the cluster organization of production of the territorial zones of the region is given.
