Evaluation of regulatory impact as a project that consolidates the society, business, science and power

Abstract

A feature of the current state of the Russian economic sys-tem transformation is the new mechanisms for coordinating the positions of the main interacting actors’ introduction into the practice for the authorities, business, and civil society. Having gone through a multi-stage procedure for finding the tools for this, the modern institutional system singled out as an effective practice a preliminary assessment of the regulatory impact of management decisions.; Special attention we devote to the implementation of this approach at the local level, since the economic entities’ sensitivi-ty to the changes in regional and municipal regulatory legal acts and regulations is very high.; The article has comments on a set of ideas on the application of the assessment procedure and its improvement expressed by rep-resentatives of the legislative and executive authorities, the busi-ness community, academic and high school science at a special meeting of the Public Council at the Ministry of Economic De-velopment of the Khabarovsk territory. The effectiveness of such platform using for accumulating expert proposals and preparing them for implementation in the regional economic policy is shown.
