Abstract
In this article based on the example of the republic of Saha (Yakutiya), the questions about how different institutes adapt in the course of municipal elections, forms, procedures of direct and representative democracy, and also their combination are examined. Conducting free elections at the places they compose the basis of representative democracy in the sphere of local self-guidance.
