Association society of the owners of dwelling – one of the forms of efficient management of housing fund

Abstract

Housing and communal services cannot evolve to civilized market relations without participation of consumers of the housing-and-municipal services and the owners of dwelling. Housing and communal services system, including the policy of payment for dwelling and communal services, the system of social guarantees, and also the questions of increase of the management efficiency and the available housing maintenance, is a component of economic transformations of the Russian economy. The necessity of radical transformations for this sphere of economy became not only obvious, but also real. The purpose of creation of effective model of management of an apartment house is the improvement of its maintenance, operation and quality of housing-and-municipal services. The purpose achievement will be promoted by the associations of the owners of dwelling (AOD). In this article separate aspects of formation of AOD and models of an estimation of its efficiency are considered.
