The article reveals some of the features of developing the urban development strategy based on strategic platform used in the future to draw up master plan of the city. The elements of master plan and the structure of strategic platform are shown. Formation of the supporting settlements was considered, taking into account the «Spatial Development Strategy of the Russian Federation for the period up to 2030 with a forecast until 2036.» The study identifi and analyzes stages of the process of forming strategy for the socio-economic development of the city. Three target strategic guidelines have been identifi for the Nakhodka urban district, which can form basis of the long-term program of socio-economic development. It is shown that implementation of the strategy for socio- economic development of the city is associated with its constant monitoring. Features of the master plan of the Nakhodka urban district are shown.
