Abstract
The article describes the main trends of regional innovation system, its structure, maintenance the conditions of activity. The official ratings of innovation and inventive activity of Sakhalin Region among the leading regions of Russia were analyzed. Based on research by the author the creation on the island the International Research Center for the study of practice of the offshore development were offered, the areas of implementation of the innovative technologies are detailed.
