In this article, the authors highlight the dynamics of market of the cashless payments made with the bank cards. The article deals with the theoretical and practical aspects of development of cashless payments using bank cards in the Russian Federation. Identified trends laws reflect some problems on financial literacy and lack of public confidence in the system of cashless payments. The theoretical and practical problems are relevance and caused by increasing performance requirements of non-cash payments in the moment, and that problem requires a scientific basis. The au-thors believe that the introduction of bank payment cards is an im-portant direction of development of the payment system and is aimed at the reducing cash circulation in Russia.

The article is devoted to the government support measures of the agricultural producers victims of the large-scale flood in the Far-Eastern federal district in 2013, analyzes of the implementation of these measures. Beside the state support the authors touched upon the problem of the system of agricultural insurance. The analysis is during of the insurance system in agriculture, conclusions were drawn that, in practice, agricultural producers are neglected tool such as insurance, the authors attempted to identify the causes of low activity of the insurance companies and agricultural producers in this market. The authors of the article seek the trends to prescribe and ways to ensure the sustained, balanced growth of the market of agricultural insurance. The solution to this problem is regarded the need to refine the legislation in the of agricultural insurance system, education activities on of agricultural insurance, and also regarded as possible lever to increase the activity of on this market, the introduction of compulsory of the agricultural insurance of the mechanism.

The article is devoted to the problem of the state support of the agricultural producers in the Far East of Russia (Republic Sakha (Yakutia)).Not only relational stability was noted during the recent years in the agriculture of the Republic of Sakha (Yakutia), but also an increase in production, thus the territory of the Far- Eastern federal district of the Republic of Sakha (Yakutia) is one of the most actively participating subjects in implementation of the agricultural branch support programs. The authors set a task of determination of the directives and the ways, which provide progressive, balanced growth of the agro-industrial complex of the Republic of Sakha (Yakutia). As the solution of this task the system approach is used, with the basis of a program and target method. The author identified the main aspects of the state’s support, and analyzed the indexes of agricultural activities in the territory of the Republic of Sakha (Yakutia).
