The article discusses financial literacy, its role in the development and formation of human capital, types and handicap programs implementing the objectives of financial literacy, including through the implementation of the project "enhancing financial literacy and developing financial education in the Russian Federation" implemented by the Ministry of Finance of the Russian Federation jointly with the world Bank.

The materials of a literature review are presented, which reflect the theoretical bases of behavior problems, leading to the emergence of the misconduct, the essence and thesaurus of this notion - «misconduct», the relationship with the development of the individual employee of MIA. The questions about the appearance of the factors, determining the appearance of misconduct in behavior, the topic of development and psychological analysis of professional activity of employees of internal Affairs bodies are discussed. On the basis of principles of the consistency and humanism, scientifically substantiated and approved the Concept of social-psychological prevention of misconduct in the conduct of employees of internal Affairs bodies is developed. Implementation of the concept and the program of socio-psychological prevention of misconduct in the behavior of police officers can be stated positive dynamics of the changes that have occurred enforcement officers, on the following parameters: verbal aggression, physical aggression, subject aggression, emotional aggression, self-aggression, the general indicator of aggression, appetite for risk, general anxiety, mood, activity, mood, cynicism, aggressive, hostile. As a result of research of the repertoire response service situations enforcement officers, inclined to committing offences and determine their socio-psychological characteristics were identified three possible variants of their psycho-emotional response to important situations: depressive, excitable, affective-explosive.
