In this article the concept of "mass disturbances" is given, the concept of "the crowd", as the criteria of mass, and "disorder" is examined, the need to supplement the norms of the criminal code providing the liability for organizing mass riots, participation in it, with the aim to the legislative definition of "riots" are discussed.
