In the article the problems of development of the human capital in the system of secondary professional education in Russia are considered.

In the article the factors of transformation of the system of secondary professional education of Russia are considered. The leading factor is the change of valuable installations both within the state educational policy, and in the public ideas of this social institute. The reasons of minimizing of the importance of the secondary professional education are considered, therefore it loses the positions as the mechanism of preparation of skilled workers of an average link.

In this article three major measurements of the human capital – formation, a trade, and qualification are considered. These three major measurements in many respects define the quality of labor, that is why also economic potential of the country as a whole. Characteristics of formation, a trade and qualification allow to judge that the person knows what he is able to do and what degree of his skill in this business. They are closely connected among themselves, together making a triune kernel of "the human capital».
