Analysis of the main trends and problems creation of the State policy in the Far East of Russia is given in this article. Laws, statistics and opinion of some of the leading scientists, statesman, public men of the country are presented in this article. In the macro-region it isn't possible to solve the main problem creating geopolitical threat so far – outflow of the population. The guarding factor is that among the territorial subjects of the federation at this process there are the regions holding a close border position with the adjacent foreign countries. Along with it, a considerable part as a part of decreasing population is constituted by the working-age persons having high professional training. Low, in comparison with the average Russian, social security of the population is the basic reason of such provision. Measures undertaken from the middle of the 90th didn't lead to essential shifts in a positive side of these processes. Acceptance of the new approaches and measures directed to the solution of this task is necessary. The removal of tariff restrictions in the energy industry and on transport, preparation and adoption of the special Federal law «About Development of the Far East» can become those of measures, according to the author.

Measures undertaken from the middle of the 90th didn't lead to essential shifts in a positive side of these processes. Acceptance of the new approaches and measures directed to the solution of this task is necessary. The territories of the advancing development (further – TAD), accomplishment of the orders of the Russian President directed to the removal of tariff restrictions in the energy industry and on transport, development and adoption of the special Federal law "About Development of the Far East" can become those, according to the authors, along with the further enhancement of a program and a target method.

Debating club "How to live and manage in the Far East of Russia?" in November 27, 2015 held the next meeting with the agenda: «The territories of the advancing social-economic development in the Far East of Russia» on the basis of the Far-Eastern institute of management – branch of RANEPA by the President of the Russian Federation. The reports made: V.K. Zausaev, Doctor of Economics, professor; A.V. Chepurnykh – Vice-minister of the investment and land-property policy of the Khabarovsk territory. Representatives of the scientific public organizations and public institutions of the Far-Eastern region participated in this meeting. In the discussion of reports took part: N.M. Baikov, Doctor of Sociology, professor; E.N. Galichanin, Doctor of Economics, professor; V.T. Shishmakov, Doctor of Economics, professor; U.F. Matveev, Vice-chairman of the Legislative Duma of the Khabarovsk territory; T.A. Jroslavtseva, Doctor of History, professor; Z.G. Mirzehanova, Candidate of Biology, docent; V.F. Efremenko, Candidate of Economics, docent. ; The debating club "How to live and manage in the Far East of Russia?" has held on April 1, 2016 the scheduled meeting with the agenda: "Problems of social and economic development of Russia. The Far-Eastern projection". The main report was made by V.K. Zausaev, Doctor of Economics, professor, director of the Far-Eastern institute of market by the Ministry for development of the Russian Far East of the Russian Federation. Co-reporters became: E.N. Galichanin – Doctor of Economics, professor, professor of the management and the entrepreneurial right chair of the Far-Eastern institute of management – branch of RANEPA; V.T. Shishmakov – Doctor of Economics, professor, professor of the Far-Eastern State transport university; E.L. Motrich – Doctor of Economics, professor, leading expert of the Institute of economic researches of the Russian academy of sciences. Representatives of the scientific public organizations and public institutions of the Far-Eastern region took part in the meeting. In discussion of the reports took part: S.N. Kravtsov (Candidate of Economics, docent, director of DVIU RANEPA under the Russian President); V.F. Efremenko (Candidate of Economics, docent), V.N. Shiyan (Candidate of Philosophy, docent), etc., all – 12 participants.

This article discusses the main ideological and methodological differences and the problems of formation of industrial policy in the Russian Federation. Different points of view of the world-known scholars and practitioners, as well as the attempts by some institutions and researchers to submit the project documents to the authorities for the further consideration and adoption are given. The forms and methods of formation of industrial policy in the regions, including in the Eastern Russia are revealed.
