The article contains the result of the authors’ pilot research. It is independent rating of quality of instructional organization’s educative functions (exampled in municipal district of the Khabarovsk territory – Vanino). The subject to consideration is the theoretical essence of independent rating in the educational sphere and its special social relevance. The article also analysis the standard-legal base, which regulates the relations, joined to the independent educational of quality rating. The focus of the article peaks on the independent educative quality rating and its two directions: independent rating of the quality of student’s preparations and independent rating of the quality of instructional organizations that are execute educational activity. On the whole, the analysis helps to get the representation of independent rating of educational quality. It helps showing up the causes of insufficient contentment of people in order and quality of education in the Vanino district of the Khabarovsk territory and to improve educational quality of the municipal educational organizations.

This article is devoted to an enhancement of the legislation on the first-aid treatment to the victim. Foreign experience of regulation of the similar relations is analyzed. The circle of people, obliged to give by the law first aid is determined. The conclusion is drawn on a need of special regulation in the Russian Federation of the relations connected with the first-aid treatment. Adoption of the bill governing the relations connected with the first-aid treatment is offered. The authors suggest to fill this bill with the regulations about conditions and principles of the first-aid treatment, about legal responsibility for unintentional harming and for the wrong first-aid treatment.

The article provides an overview about the main issues of the state protection, saving and the cultural heritage objects usage (monuments of history and art), located in Khabarovsk territory in the view of the current legislation. The article includes information about the quantities of cultural heritage objects, their types and categories, physical condition in comparison with the all-Russian data. The article raises the questions connected with accounting of the cultural heritage objects, appearing during the current registration process of the objects in the Unified State Register of cultural heritage of the Russian Federation Peoples, along with the problem of their identification. Some drawbacks of the current legislation about the cultural heritage objects are pointed out, considering the activity analysis in the field of State protection and monuments saving. One of the key problems of the cultural heritage objects state protection is the lack of finance for repair and restoration work. The problem is the mostly characteristic for block buildings with many flats. Analyzing the saving practice of history and culture memorials in Khabarovsk territory, the authors make a conclusion about the necessity of the further development of the legislation about cultural heritage objects protection by the way of expansion of the state-private partnership in the field.

Brief analysis of the civil law corruption antagonism is given in this article, in mutual connection with the juridical legal means, used in the foreign states. Means of the beef domination is not enough effective. Foreign experience of civil law means usage, as the example of Republic of Korea, shows their effectivity for the criminal activities antagonism that allows eliciting corruption facts on the early stage. The author has made the following conclusion: Civil law means application promotes the prevention and reimbursement of the done damage to the persons, injured from the corruption deeds and brings to the social justice. Considered by the author the civil law means of corruption antagonism, might be used for Russian legislation about corruption antagonism for perfection for perfection.

Besides, the author emphasizes the legal regulations gaps of this social relationship sphere.
