The resource potential of the energy complex of the Sakhalin region is considered in the article. The largest oil, gas and coal deposits in the region are listed. The analysis of the electric power industry of the region is carried out. The main directions of its development are shown. The analysis of all international energy projects in the Sakhalin region is presented. Problems and prospects of development of oil and gas and coal branch of the region are considered. Perspective international energy projects with the countries of the Asian region are analyzed. The analysis of the existing infrastructure necessary for the further development of the energy complex of the region was carried out. The state and prospects of development of the sea coal terminals of the Sakhalin region are shown. Positive aspects of the current and planned energy projects of the Sakhalin Oblast have been identified. Favorable economic and geographic location, proximity to Japan, South Korea, Taiwan and the other Asian countries, which are the largest importers of fuel and energy resources, enables Sakhalin Oblast to play a more significant role in providing these countries with energy resources. The need for further integration of the energy industry of the Sakhalin Oblast with the countries of Asia is shown with a view to developing the energy complex of the region.

At present, the development of world energy is inextricably connected with the use of hydrocarbons. In connection with this agenda sharply raises the question about the depletion of hydrocarbons and the time period during which the global economy is guaranteed to be ensuring the energy hydrocarbons. This paper assessed the global energy balance, and the prospects for its development, and the resource base of the planet. It is noted that in spite of the rapid development in the current renewable energy sources in the near future, the oil will retain its leading position.

The paper focuses on the issues of the power engineering industry potential of Russia. The guidelines of the electric power export supply are defined. The inter-temporal trend of export-import supply of the electric power to the Commonwealth of Independent States (CIS) and other foreign countries is shown. Promising strategic directions of electricity export are identified. Major obstacles hindering development of the electric power export abroad are investigated.

The state of the power industry of Russia and the Far-Eastern Federal District (DFO) is considered. Comparative analysis of the contribution of electric power systems into the united federal district energy system of Russia (UES of Russia), the structure, problems and the prospects of development of the power industry of DFO are defined.

The prospects for the development of the Russian coal industry through the intensification of international co-operation with the Asia-Pacific region. The priority areas for the development of Russian coal companies have been determined. The prospective consumers of Russian coal in the Asia-Pacific countries are given.

The basic principles of analysis of the energy complex of the regions of the world, some countries with the theory of clustering and the method of self-organizing maps (SOM) are described in the article. The main stages of realization of the method of SOM, allowing to make the typology of objects – as the world's regions so across the countries, within the individual regions, based on the structural variables that reflect the energy complex quality of the object.

The state, the problems and the prospects of development of the oil and gas projects of Sakhalin are discussed. The main realization markets for products of oil and gas industry are determined. The positive aspects of realized oil and gas projects are identified.

The author considered the main aspects of energy cooperation of Russia and China. He described the perspective forms for Russia of economic interaction with China in the energy sphere.
