The article discloses one of the priority directions of the demographic problem solution in the Far East – assistance to the voluntary migration of our countrymen, living abroad to the Russian Federation. Using the Khabarovsk territory as an example, the authors showed the implementation of the regional program of assistance to the voluntary countrymen migration, assessed the state measures to attract migrants, showed some adaptation ways to the specific natural, climatic and socio-economic conditions of the region.

The analysis of our countrymen immigration process from abroad into the territory, presented in the article, makes it possible to trace the dynamics of migration, the localization of the incoming population, their employment and the provision of social infrastructure for the period under review and to reveal a number of significant problems facing the implementation of state measures in the designated sphere.

The article is devoted to the legal bases of a family and marriage. Research of separate aspects of formation and evolution of the state regulation of matrimonial relations in Russia is conducted, stages of evolution of the family law are considered in this article. Research of the evolution of legal regulation of the family relations is actually and deserves close attention as the family is a social institute. Since XVIII century into the competence of public authorities gradually turned the regulation of some questions with which the church dealt before. Among them it is necessary to call the institute of marriage, widowhood, guardianship, creation of laws which regulated the property independence of the spouse. These questions were in the sphere of matrimonial relations which always were conservative; there were disagreements between the right and tradition. It occurred because the traditions are formed in decades, and sometimes and centuries, they can't quickly change and "to be arranged under the law rules. Unlike it the right is formed, develops and improved depending on the political, economic and ideological directions of the state activity. Contradictions between the tradition and the right in the sphere of matrimonial relations had the principle character since this question in the legislation directly mentioned the autonomy of the household and family relations.

Pre-crisis phenomena in the Russian economy caused by internal and external forces have a negative effect on pensioners’ position. University of employees continues to work after the retirement age to provide resources for a decent level of their life. This slows down the process of young people being employed by the higher educational institutions. The article considers USA experience in creating additional financial resources for university employees during their retirement age, motivating them to set up their personal retirement accounts. Having analyzed this experience the authors came to the conclusion that participation in personal retirement plans is effective in giving additional income during senior years. Though there are differences in mentality, ways of life of the US and RF population, implementation of such programs and plans by our universities could make our faculty mobile, create prerequisites for modernization of higher educational system and improve the quality of training and efficiency of the higher educational institutions.

The paper is devoted to the development of the Soviet-Japanese cooperation in science in the post-war period. The critical analyses of Soviet-Japanese collaboration, given by the authors, reveals the obstacles and gaps on the way of it’s development. The authors came to the conclusion that during the above-mentioned period the basis for the efficient activity in research cooperation was formed.
