This article discusses some aspects of the formation of HOAs and the models of evaluation of the effectiveness of the housing management. With the transition to the market economy the housing relations transformed. As a result of privatization of apartment ownership structure in the housing sector changed. In January 2011 more than 80% of the apartment is owned by citizens, including those in the apartment buildings. The change of the ownership structure in the housing sector requires new approaches to the management of residential and nonresidential real estate.
