This article is devoted to methodical approach of the developing of cooperation model between the non-governmental Institutes of high education and the regional government bodies and business-association in the system of social partnership. This question is actual for Russia when the developing of education is impossible without multilateral cooperation with the regional community especially under the conditions of financial crisis.
