Debating club "How to live and manage in the Far East of Russia" in March 24, 2017 held the next meeting with the agenda: «The territories of the advancing social-economic development – the new growth model of the Far East of Russia» on the basis of the Far-Eastern institute of management – branch of RANEPA under the President of the Russian Federation. The reports made: V.K. Zausaev, Doctor of Economics, professor; V.T. Shishmakov, Doctor of Economics, professor; V.F. Efremenko, Candidate of Economics, docent. Representatives of the scientific public organi-zations and public institutions of the Far-Eastern region participat-ed in this meeting. In the discussion of reports took part: N.M. Bai-kov, Doctor of Sociology, professor; Y.A. Chaika, Vice-chairman of the Government of the Khabarovsk territory; Z.G. Mirzehanova, Candidate of Biology, docent; S.V. Stepanov, CEO of LLC SK “Lunny svet”; V.N. Shiyan, Candidate of Economics, docent.

In this article the main problems of socioeconomic development of the Sak-halin region are considered, the evaluation of possibility of creation of the territory with a specific mode of managing is made, conceptual directions of its functioning are formulated, scenarios of perspective development are proved and counted, com-parative estimates of their efficiency from the point of view of the solution of geostrategic tasks in the Far East are carried out.

The article examines theoretical and procedural bases of assessment, analysis and planning of the quality of life of population of the Russian Federation and Khabarovsk territory. The accounts of particular indices are given, and on their basis the integral indices of the life quality of population in 2008 in comparison with 2001 are made.
