In the article the conditions of activization of the investment activity in the mining industry on the example of the Khabarovsk territory, the prospect of development of the region in the conditions of action of the territories of advancing social and economic development are considered. The author considered as an example some investment projects, possible to introduction on the conditions of integration into the acting mining enterprises. These investment projects are perspective and in the conditions of the territories of advancing social and economic development. One of the determining conditions of the investment activity in the mining industry is the degree of investment appeal. The author notes that in the sphere of subsurface use there is no practice of evaluation of the investment projects on the terms of integration.

In this article the features of assessment of the objects of intellectual property in the subsurface use – a type of business activity where the state always participates as the owner of subsoil are considered. The author considered technologies of extraction of the useful components from ores of the Komsomol’sk tin-bearing district. By the means of comparative method the assessment of the objects of intellectual property is carried out, results of an assessment of technologies taking into account the investment appeal are given. The author notes that in the sphere of subsurface use there is no practice of estimation of the cost of the property rights to natural objects. The author also underlines that there are no developed methods of economic evaluation of the rights in relation to the mentioned resources.

The article covers the theoretical aspects of the mining industry operation. The definitions of organizational and economic mechanism of operation are given, the interrelations of operational and organizational-economic operational systems are revealed, general model of the system is offered.

In the article the value of mining industry in the economy of the territory and the region is examined, the characteristic of structure of the gross regional product of the territory are given, the dynamics of the change of the structure state in the dependence on the state of the mining branch of the territory. The problems, which influence the development of branch are separated, the methods of their solution are proposed.

The article deals with the foreign experience of government regulation of mineral-raw material complex. The following economic mechanism elements of state administration system have been considered: transfer of subsoil into utilization, taxation systems, dependence of public management system on property relations. Some elements of government management system for regulation of mineral-raw sector relations, actively used abroad and lacking in Russia, have been considered.
