The analysis of the social and economic situation which developed in the Far East of Russia is given in this article, measures for the removal of barriers on the way of its forward development come to light and proposed. In the macro-region it isn't possible to solve the main problem creating ge-opolitical threat so far – outflow of the population. The guarding factor is that among the territorial subjects of the federation at this process there are the regions holding a close border position with the adjacent foreign countries. Along with it, a considerable part as a part of decreasing popu-lation is constituted by the working-age persons having high professional training. Low, in comparison with the average Russian, social security of the population, turning of productions and reducing the workplaces are the basic reasons of such provision. Measures undertaken from the middle of the 90th didn't lead to essential shifts in a positive side of these processes. Acceptance of the new approaches and measures directed to the solution of this task is necessary. The territories of the advancing development (further – TAD), accomplishment of the orders of the Russian President directed to the removal of tariff restrictions in the energy industry and on transport, development and adoption of the special Federal law "About Development of the Far East" can become those, according to the authors, along with the further enhancement of a program and a target method.

In the article some questions of development’s stability of the subjects of the Russian Federation in the Far East are considered. Specifics of economic activity and the life support of the population in the largest across the territory and the smallest by the number of inhabitants federal district of the country impose the feature and on the solution of the questions of ensuring the development’s stability of the Far-Eastern regions. It is shown that for the years of market reforms the economic and social status of the regions didn't gain necessary development yet, there are considerable difficulties for an exit to a trajectory of a steady development. The main directions of ensuring stability of economic and social development of the regions of the Far East are designated, factors, influencing their realization are drawn.

In this article the main directions of development of economy and investment appeal of the southern subjects of the Russian Federation of the Far East are considered. The policy of the Russian state concerning the Far-Eastern regions is presented. Adopted by the federal and regional public authorities of the decision on an increase of investment appeal of the subjects of the Russian Federation are allocated. The possibility of research of the investment processes in the southern regions of the Far East united in one group is proved. As competitive advantages of the Far-Eastern southern regions the richness of subsoil, proximity to the markets of the countries of the Pacific Rim, development of the transport system and realization in their territory of the large projects is determined. The factors influencing investment appeal are allocated, classification of them is carried out, main measures for an increase of their efficiency are given. The reasons of the lack of steady growth of investments in the southern regions of the Far East are determined. Opportunities and mechanisms of improvement of the investment climate in them are considered.

In this article the short history of formation and development of the economy of the Republic of Sakha (Yakutia) since the beginning of its development is considered. Nodal stages of economic development of the territory, the main directions of economic activity are given. The special attention is paid to the present stage of economic development of Yakutia, its main problems are emphasized.

Not all methods of management used in the sphere of manufacture, can be used by the service organizations. There are obvious distinctions between the industrial enterprises and the organizations of sphere of services which do industrial methods of management by the service organizations inappropriate for application. The made goods can collect and be stored in material stocks to provide their delivery during time when demand exceeds the offer. Services cannot be beforehand made and reserved. The theory of constraints – philosophy of management which was successfully used in a wide variety of various manufactures. Now its use in sphere of services becomes more and more topical.

Rational business dealing becomes the requirement for a survival in the market which especially dynamically develops in sphere of services. Practical application of management theories will allow to answer, how the system can provide the functioning at the achieved level and to move ahead in a direction of more effective work and what it is necessary to undertake to influence the future results or events? It is necessary to stimulate the service organizations to application of scientific systems of strategic alternatives and methods of strategic planning estimation.

In the article the problems of the management of the organs of authority and control are examined. Attention to the technology of management under the conditions of unstable economic and social development of territory is paid. Approaches to an increasing of the effectiveness of state and municipal administration are proposed.
