The article examines a number of historical aspects related to the activities of the Khabarovsk Higher Party School. Based on the decision of the Statutory Commission of the All-Union Communist Party (Bolsheviks) dated June 10, 1944 a one-year party school was created based on the regional party courses to train and retrain party and soviet activists. In 1956 the educational institution was transformed into the Khabarovsk Interregional Party School with a four-year study period, providing higher party-political education, and in 1958 it was renamed the Khabarovsk Higher Party School. Here, new areas of training for students were defi laboratories were created, and teaching and methodological work was largely improved. The interaction between the administration, party and labor union committees had special signifi in the School. Graduates of the Khabarovsk Higher Party School successfully worked in district and state structures, as well as teachers at the universities. From November 1990, the educational institution entered a diffi period of organizational transformations.

The article in the form of an expert opinion considers a number of aspects contained in the Message of the President of the Russian Federation V.V. Putin to the Federal Assembly. The author emphasizes that strengthening of Russia's position in the international arena consists of combined activities of the all constituent entities of the Russian Federation. The article draws attention to the fact that strengthening positions of the regions and their contribution to the development of the country is a process related to improving interaction between the federal center and the constituent entities of the Russian Federation. In this regard, the article highlights some aspects that reveal interaction of the federal center and regions in the issues of great and promising international importance. These include: development of the Arctic zone; issues related to environmental protection, especially preservation of the Far-Eastern taiga, solving complexes of the issues related to the great Amur River; development of the Russian part of the Big Ussuri Island. The author emphasizes that special aspect of international issues for this territory of the country is related to the fact that Russia is represented as a whole in the Asia-Pacific region by the Far-Eastern federal district.

In this article some aspects of geopolitical context of realization of foreign policy of Russia in the Asia – Pacific region in the middle of the tenth years of the 21st century are considered. In the article the process of formation of the multipolar world and influence of this phenomenon on the relations between the certain countries is con-sidered. The prospects of influence of global problems of the present and the process of globalization are analyzed, the possibilities of influence of implementation of the concept of sustainable development on the relations between the states of the world community are considered. The author analyzes the new approaches in foreign policy of the state reflected in the editorial office «The Concepts of Foreign Policy of the Russian Federation» approved by the decree of the Russian President of November 30, 2016 compares provisions of this document to the contents of the concept approved in 2013. The author pays attention to the natural interrelation between the successful realization of foreign policy in the Pacific Rim and the requirements accelerated socially – economic development of the Far East of Russia.

In September, 2016 in Russia the State Duma elections of the seventh convocation took place. In this article analysis by the results of last election campaign on all 14 political parties participating in the elections in our country, and, in particular, across the Khabarovsk territory is carried out; the reasons of electoral preferences of voters are considered; election results in the State Duma of the Russian Federation of 2011 and 2016 are compared. In the article the suggestions, concerning the changes in dynamics of the electoral support of political parties, and also some possible aspects in the activities of political parties connected with the prospects of further development of the FarEasten region are considered.

Elections of the deputies to the Russian State Duma of the seventh convocation will held in 2016 in Russia. Different approaches to determination of the essence of democratic elections and electoral campaigns are discussed in this article as well as their role in the development of civil society in the country. The analysis of legislative changes concerning the conditions of functioning of the Institute of political parties and public-legal institution of elections has been done. Different stages in the process of reforming the party and electoral systems are determined. The authors analyzed the main results of the parliamentary elections of 2003, 2007 and 2011 in Russia in general, as well as in the Primorsk and Khabarovsk territories. They examined the regional contributions to the Federal results, a comparative analysis of the electoral activity of these territories, electors’ political parties preferences of considered subjects of the Russian Federation.
