The article examines the issues of preserving and strengthening spiritual and moral values as a subject of state policy and public consciousness of the population, especially among young people. At the present time questions are being raised at all levels of government, considering the state policy of spiritual and moral education for the preservation of Russian identity. The results of sociological research based on a review of scientifi publications devoted to the development of the system of spiritual and moral values, as well as an analysis of social and legal regulation have shown that it is necessary to constantly analyze and improve approaches and tools for the formation of such spiritual and moral values as determination, faith in goodness, strong family, creative work, courage, devotion to one's country, unity of people, and continuity of national history, especially among the younger generation. The analysis of legal support in this area of relations has led to the idea that we need to expand the limits of legal regulation in terms of preserving and strengthening spiritual and moral values in the process of education and upbringing of young people in the Russian Federation. The authors of the article conclude that it is necessary to establish a legal basis for spiritual and moral education in the form of regulatory legal acts that will correspond to the goals of developing a comprehensive education system. The entire structure of the education and upbringing system should be focused on upholding traditional Russian spiritual, moral, cultural and historical values.

The article considers and substantiates the conceptual implementation of project methods in the process of staffing of the municipal service, personnel reserve for-mation and development of the quality management personnel in state and municipal sector. Special attention is focused on attracting young professionals to municipal service, analyzed some of the design mechanisms aimed at improving the quality of municipal staff, analyzed the legal framework governing the formation of personnel reserve of municipal and public services, rightly, as the design and use of mechanisms of rotation will enhance the «horizontal» and «vertical» movement of reservists, the levels of municipal management, assessed the creation of a unified database of the personnel reserve of municipal service, that will save not only financial but human resources during the tender procedures.

In this article the analysis of the current legislation about anti-corruption is consid-ered. It should be noted that both the federal and regional power have done a great work on development of the administrative and legal measures in the sphere of anti-corruption of the public civil servants. However this work on realization of the effective mechanism on fight against corruption needs to be continued systematically, thereby providing the constitutional principle of equality of all before the law and the court. For effective anti-corruption in the system of public service of the Russian Federation it is necessary to use all set of legal means. However the central place in the anti-corruption mechanism in the system of state and municipal services of the Russian Federation as it is represented has to be allocated to the administrative and legal means.

This article examines the development of legislation on the state civil service in the Russian Federation. In the article the characteristic of separate legislative acts devoted to the for-mation and improvement of public service in the Russian Feder-ation is given. The state civil service of the Russian Federation is a kind of civil service, professional service activity of the citizens of the Russian Federation at the posts of the state civil service of the Russian Federation to ensure the exercise of the powers of the federal state bodies, state bodies of the constituent entities of the Russian Federation, persons substituting the state posts of the Russian Federation and the persons substituting the state posts of the subjects of the Russian Federation. First of all, the law is used for the organization and functioning of the civil service. Legislation on public service is the legal basis for its organiza-tion and activities.

The article deals with the legal analysis of restoring justice technologies and ways of carring out reconciliation procedures. Main targets, tasks and directions regarding creation of mediation service net, organization of its work, stuff training, introduction of mediation and restoring practice into work with children and teenagers are presented in the article. It also touches upon the involvement of all state and public institutions taking part in bringing up and forming an individual from family to the institutions of higher learning, including bodies and organizations participating in studying a law violation suit. The article considers measures providing the efficiency of public governing in the sphere of right violation and child protection. The article characterizes restoring mediation as the process in which a mediator provides conditions for developing (restoring) an individual's ability to understand each other and agree on acceptable ways to solve a problem, arising from conflict or criminal situations. The article considers principles of restoring mediation which differ from the other methods in deciding conflict (arbitration court, reconciliation, classic mediation).

The article deals with the problems of private relations and publications of various elements constituting the legal regime of property. The article focuses on the differentiation of such categories as "elements in the law " and "elements of the object. Attempt to distinguish private and public elements undertaken in this paper allows us to take a new look at the possibility of legal regulation of property with a clear definition of limits of the public impact and private law.

The analysis of contemporary sociopolitical and economic factors in the context of their influence on a change in the indices of the development of the market for advertisement is represented, the tendencies and the prospects for an increase in the advertising branch as a whole are represented in the article.
