Abstract

In this article the questions of development of the agricultural industry in the People’s Republic of China during the policy of reforms and openness which began 40 years ago are considered. The main directions of transformations and assessment of efficiency which provided the high level of development of the industry are shown. Features of realization of reforms in agriculture are analyzed. The Province of Heilongjiang including as traditional spheres of development – increase in the labor productivity due to mechanization and introduction of achievements of the scientific and technical progress, and directed to the formation of new segments of production of environmentally friendly products. Innovative approach to the formation of control system of the province agriculture which provided the accelerated development of the special area in development of the virgin lands and recultivation of the Province of Heilongjiang is allocated.
