Abstract

In 40 years of implementation in China of the policy of reforms and openness the Chinese province of Heilongjiang achieved considerable results in a use of foreign capital, however in this sphere the big gap in comparison with the developed provinces of the southern China still remains. The main problem is that rather underdeveloped economy imposes restrictions for attraction of the investments. To make active an openness factor for the outside world, in the province of Heilongjiang the new policy to attract the foreign capital due to creation and strengthening of additional benefits for the foreign investments is implemented.
