Abstract

The article reveals the problems of state regulation of development of the housing and communal services of Russia. The author analyzes the powers of the Ministry of construction and housing and communal services of the Russian Federation on housing and communal services reform. We examine the results of economic activity in the housing sector of the Khabarovsk territory, as well as regulations on the matter. ; The ways of improving the regulation in the sphere of housing and communal services of the Khabarovsk territory, the essence of which is: ; - in the distribution of economic and administrative functions; - transfer of the municipal utilities to the private ownership; - in the determination of control object, subjects carrying out such management methods and management of the apartment buildings; - reforming the housing sector through the optimization of the extent of state's presence in this area, and also creation its current status as a compact system covering the existing hous-ing stock and what is being built.
