Improvement of forms and methods of the state management for development and upgrading of the road system in the Sakhalin Region

Abstract

This article is devoted to generalization of the results of research conducted by the authors in improving the state management system for development and upgrading of the road system in Sakhalin Region. There are three main aspects of this improvement: regulatory and legal; economic; organization and management. In the aspect of improving the legislation the most urgent is strengthening the system of control over the spending of budgetary funds and the quality of works performed for roads construction and repair. Improvement of the economic mechanisms in the sphere implies economically correct use of investment funds, including budget ones, public-private partnership (implementation of concession arrangements), the mobilization of unconventional sources of financing, provision of economic guarantees for the repayment of funds to a private investor. Organization and management aspect of improvement of forms and methods of the state management for development and upgrading of the road system in Sakhalin Region involves the development and the implementation of activities in different areas. The specific areas and methods of improvement and development are determined in the selected aspects.
