Compatriots’ resettlement to the Far-Eastern Federal District: problems and their solutions

Abstract

The results of implementation of the State program to assist the voluntary resettlement to the Russian Federation of compatriots living abroad in the Far East of Russia are analyzed in the article. For the Far East the solution of migration outflow reduction and population growth issues are extremely complex and acute. Compatriots’ attraction within the framework of the corresponding Program is one of the possible ways to stabilize the demographic situation in the region. Seven of nine Far Eastern subjects are included in the list of participants of this Program, and are referred to the territories of the priority settlement. The implementation problems of the regional and federal levels of the State program are shown on the example of the Jewish Autonomous Oblast. The main problems are connected with the lack or the low level of the housing of the State program’ participants, the long duration of nostrification process for doctors’ diplomas, poor knowledge of the Russian language among the compatriots, the false documents presenting, country of origin’ passport retaining among the Program’ participants and their relatives. A number of questions designated do not have regulatory grounds for their solution, which complicates the work of the relevant bodies. Solving of these problems will increase the effectiveness of program’ activities and will improve the indicators of socio- economic development of host Russian regions
