Using a systematic approach to the reviewing municipal property complex

Abstract

The article is focused on the actual problem of municipal property complex as the object of management in order to innovative development of the municipality. The article examines existing approaches to the definition of municipal property complex, which is reflected in legal acts, federal projects and scientific literature. It is concluded that due to the variety and the lack of an unambiguous interpretation of municipal property complex there are management problems of municipal property complex and problems in the application of measures of the effectiveness evaluation of such management. The author proposes his own definition of municipal property complex and his own model of municipal property complex. The model of municipal property complex is built on considering it as a complex system including all property, finance flows, economic and legal relations, social relations and recreational, cultural and historical components.
