Place and Role of Technology Transfer in the Scientifi and Technological Development of the Russian Far East

Abstract

A new historical stage in the development of the Russian Far East, the essence of which is transition to a high-tech, innovative type of economic and social development, should be ensured by the continuous entry into the economic turnover of the latest, promising for introduction and cost-effective use of results of the research and development work. However, the own sphere of scientifi researches and development of the Far-Eastern macro-region is an extremely insignifi share in the scientifi and technological potential of Russia, distributed extremely unevenly throughout the country. The Far East is one of the last places in the country in terms of its ability to generate inventions and new useful models. In these conditions, the role of technology transfer system is growing, which should be organized in such way as to transfer in a short time the results of researches obtained in the leading scientifi centers of the country to peripheral regions that are unable to carry out independently the effective research and development work, but have the suffi personnel, the industrial, energy, transport potential for their cost-effective application. The technology transfer centers existing in Russia are not intended to solve this formulated problem. A new form of transfer organization is proposed, supplemented by functions of the previously successfully operating centers of scientifi and technical information.
