Staffing of the territories of the advancing social and economic development
At the beginning of February, 2015 the government subcommittee on selection of the investment projects in the Far East of Russia under the chairmanship of the Deputy Prime Minister – the Russian President's Plenipotentiary in the Far-Eastern federal district Yu.P. Trutnev – approved three first territories of the advancing social and economic development (further – TASED): "Khabarovsk", "Komsomolsk" (Khabarovsk territory) and "Nadezhdinskaya" (Primorsk territory).
The prime platform is TASED in the agglomeration of Komsomolsk-on-the Amur. Its specialization is based on the cooperation connections with the operating hi-tech enterprises of the airline and shipbuilding, and also mechanical engineering.
The second platform is TASED in the agglomeration of Khabarovsk. Here the greatest investment activity that is connected and with the central position of the city, a considerable consumer demand of agglomeration, strong infrastructure is fixed. The main directions of specialization of this TASED – metallurgy, agricultural production and production of foodstuff, industrial production, transport and logistic center, distribution, storage, sector of the adjacent services.
On February 10, 2015 at the Far-Eastern institute of management – branch of the Russian academy of national economy and public service by the Russian President "the round table" took place on the subject: "Staffing of the territories of the advancing social and economic development".
Among the participants of "the round table" there were representatives of the Ministry of the Russian Federation of development of the Far East, the apparatus of the Russian President's Plenipotentiary in the Far-Eastern federal district; the governments of the Khabarovsk territory, heads of the structural divisions of the Far-Eastern institute of management – branch of RANEPA, the research organizations of the territory.
During the taken place discussion the audience noted, that in the modern conditions the territories of the advancing social and economic development are the other form of management in the organizational, production, technological, coordination plan which isn't excluding introduction of the institute of city managers. Development of these territories assumes the other standard of living, other quality of life, other thinking. These territories have to become the pilot projects aimed at the development of the territory in general. However, considering the questions of staffing, it is necessary to understand that the investor, having come to our territory, will bring for himself and a team to minimize the personnel and financial risks. At the same time, the problem of the territory – to create conditions for the investor: to adjust effective work of the bank sphere, accurate system of taxation, system of interaction of the public authorities and the local government, to determine reasonable terms of coordination of different documents, etc. All this, finally, demands the high skill level of those people who will be engaged in it on the places.
Participants of "the round table" discussed the questions of staffing and the prospect of development of educational infrastructure in the control system of the territories of advancing social and economic development; opportunities and prospects of the innovative focused preparation, re-trainings and professional development of the personnel for the territories; possibilities of the Institute according to the competences of the applicants for replacement of the positions of public civil servants, municipal employees, and also the managers and experts of different level included in the project activity, connected with the formation of the territories of advancing development.
As the subject of future of the Far East excites many scientists, experts managers, heads of the ministries and departments, heads of the municipalities today, we hope that it will draw attention both the readers, and the authors.
We are open for cooperation and are glad to all: to them, who for the first time sent us the article for publication, and, of course, to them, who cooperates with us constantly.
