Openness is considered from a position of communication properties of the person as the ability of people and social groups, associations and organizations to participate in diverse interactions, relying on them as on the most important necessary condition of the development. In social openness the main attention is paid to its public communication forms, including economic, technical, territorial, financial and the other organizational prerequisites of interaction of people here. In this article the events which are taking place in the Russian Far East, caused by the modern transformations of civilization and geopolitical character in the world and also which are carried out here by at the same time economic and administrative and legal, socio-political and the other organizational transformations are analyzed. Attention to the developing dependence of the future world order in this macro-region from the interacting factors from all Russia and the countries of the Pacific Rim is paid (further – PR).

In the analysis of the opportunities and directions of strategic development of the territorial complexes broad development was received by the resource approach. On its basis the systems of public relations which are formed in the course of interaction of imperious, economic, territorial and geographical, technical, ideological and the other organizational relations are researched. The appeal to the resource approach means a certain methodological level of scientific research for which the lines of systemacity, integrity of the analysis, allocation of specific aspects of determination of the cases in point are characteristic. At the research of social resources the primary attention is paid to the questions of a role and importance of a human factor in the territorial integration processes, and also the activity of people in the development and practical realization of the strategic and tactical targets, meanings of achievement of the end results by them. In practice of development and realization of the strategy of development of the Far-East the resource approach was always used. In the offered article the main conditions and features of its application in the course of modern modernization of social life of the Russian Far East are considered.

Social qualities of the territory are determined by the presence of a person in the environment of his activity and the impact arising thus of the qualitative system characteristics on functioning of this environment. They are caused by the structure features of the population of this territory and the factors of economic, geopolitical, legal, technological, communication and other processes happening on it in the dynamics of their transformations. On the majority of considered welfare characteristics reflecting the level and quality of life of the Far-Easterners, the tendency of measurement has a focus towards their decrease – from the world to the Russian, and from the general Russian – to the Far-Eastern regional. Actual question of the modern social and economic Far-Eastern reorganizations is clarification of the reasons of formation of such tendency of social changes in the conditions of long-term and diverse reforming of all structures and relations of this macro-region. The answer to it will allow increase the quality of carrying out current strategic and tactical modernization processes in this territory.

Strategic documents of development of the Far-Eastern territories of Russia provided the deep social and economic transformations. The expected positive effect from them can be reached only by the careful study of the content of the strategy. The central place here belongs to the character’s determination of the sociality, in total with the economic factor determining the main reference points of the transformations conceived for the next decades. Sociality, in a broad sense of this concept, is supposed to act as a basic (key) element in formation of the population, its new structures providing stability and dynamism of the solution of the purposes and tasks provided by transformations. The central place in promotion of the incentives on the involvement of immigrants to the Far-Eastern territories, achievement of the quality of life, worthy for the Far-Easterners and their involvement in the processes of active improvement of the conditions of activity is given to the sociality. More detailed characteristic of these questions requires their independent consideration.

Debating club "How to live and manage in the Far East of Russia?" in December 12, 2014 held the next meeting with the agenda: Social quality of the population of the Far East on the basis of the Far-Eastern institute of management – branch of RANEPA by the President of the Russian Federation. The reports made: V.N. Shiyan, Candidate of Philosophy, docent of DVIU – branch of RANEPA by the Russian President and E.L. Motrich, professor of IEI DVO RAN. Representatives of the scientific public organizations and public institutions of the Far-Eastern region participated in this meeting. In the discussion of reports took part: V.K. Zausayev, Doctor of Economics, professor; V.T. Shishmakov, Doctor of Economics, professor; S.N. Kravtsov, Candidate of Economics, docent; V.F. Efremenko, Candidate of Economics, docent; E.S. Krzhizhanovskiy, Candidate of Technical Sciences, docent; S.A. Tokayskiy, Candidate of Economics.

Enclavization of the territory of the Far East as its specific social and economic state is marked out in the state program of development of this macro-region. In the research of such specific phenomenon for the first time marked by the government bodies of the Russian Federation, conditions of its formation, reasons of the formation and overcoming measures actively joined the scientific community of the region, having united on the basis of debatable club by RANEPA DVIU. Such position of the scientists deserving support from the government bodies and civil community, allows not only to investigate the specific demographic situation of macro-region menacing to the national security of the country, but also to form the new social institutes of its overcoming.
