The article contains materials of the expert round table “Spiritual and moral values in the modern Russia: traditions, innovations, broadcasting”, taking place on May 15, 2019 in Khabarovsk. The axiological perspective traditionally is one of the key Khabarovsk philosophers and sociologists and also representatives of the other areas of knowledge. Scientiststheologians, representatives of public organizations, representatives of the power structures of the territory were involved in the discussion. The taken place dialogue found need and timeliness of discussion of problems of spiritual production and consumption in the conditions of new economic, political, information realities.

In this article one of the most important problems of development of a civilization is considered: dynamics of public ideals at the present stage of development noted by aggravation of environmental problems, deterioration in a condition of natural envi-ronment. The author conducts a research with a support on such basic developments of scientific cross-disciplinary knowledge as a dialectic solution of the problem of a ratio biological and social in the person, dialectics natural and artificial in the envi-ronment, dialectics class and universal in the public consciousness, influence of cor-porality of the person on transformation of moral consciousness, dynamic of public ideal, genesis and evolution of ecological consciousness as a consciousness of civili-zation. The research is conducted from the positions of rational materialistic philos-ophy. The role of ethical disciplines of «a new wave» is emphasized: ecological, envi-ronmental ethics, deep ecology, ethics of awe of life in the course of the world outlook reorientation of public consciousness necessary for transition with the antropo-centrist to the eco-centrist positions. The called transition is positioned as a necessary condition of survival of a planetary civilization.

The article contains the review of practices of the Far-Eastern scientists in the field of rational organization of management of nature and nature protection activity of the end XX – the beginnings of the 21st century. Central idea of the authors: theoretical ecological consciousness has avoided far forward the practice of implementation of the solutions proposed by the scientific community. The authors emphasize that the Far-Eastern scientists always carried out and continue to carry out a high humanitarian mission, offering and developing the principles of forming of ecological education for the society. Special attention is paid on the methodological potential of categories «ecological framework of the territory», «ecological capacity», «ecological tension», «activity of the territory», «ecogeographical examination of the territory». Practical explications of the given concepts will allow arise management of nature and the nature protection activity to a qualitatively new level, to concretize in relation to the last the basic principles and provisions of the model of sustainable development.

The natural factor brought to life such tradition of envi-ronmental management activities as the wasteful attitude to-wards the natural wealth that negatively affected economic de-velopment of the country and the ecological situation. On the contrary, the tradition of the state intervention in all spheres of life of the Russian society in the case of environmental relations proved as exclusively positive. In this article the most significant state documents regulating the use of natural resources and en-vironmental protection in Russia and the USSR are noted.; The short sketch of development of environmental man-agement and nature protection of the second half of XX – the beginning of the 21st centuries is given. Special attention is paid to the influence of ideological, economic directions of develop-ment of the management of nature activities on formation of eco-logical consciousness of Russians. Specifics of genesis of the en-vironmental problems in the Far East of Russia are marked out.

In this article the short sketch of development of environ-mental management and environmental protection in Russia of XIII – the first half of the 20th centuries is given. Special attention is paid to the influence of geographical, environmental conditions the management of nature. Physiographic conditions considerably determined the administrative-territorial division of Russia in the XIII-XV centuries; the extensive territory allowed develop a long time extensive agriculture; the Russian way of colonization of new lands was also created considerably under the influence of an environment. The article deals with contemporary problems of the sustainable development in connection with transformation of basic moral principles. The author pays attention to the heritage of academician Vernadskiy, considering it as a methodological resource for the study of global problems of modernity. Analysis of the concept of «Geosphere» helps clarify the meaning of the term «noosphere». The problem of humanitarian comprehension of scientific and technical progress and the necessity of a transformation of the traditional humanism are investigate in the context of the understanding of this term in the national science. The author appeals to family and property as a social resources of persons moral development. The author expresses doubts about the possibility of achieving sustainable development in the context of a unipolar political space. The article is devoted to the 150th anniversary of the birth of Vladimir Ivanovich Vernadskiy.
