The article focuses on the problems of public financial support for small businesses in the Khabarovsk Territory. The main factors constraining the development of small business in the territory are defined. The mechanism of introduction of a new instrument of the state financial support for small businesses - the program of syndicated financing was described.

In this article various models of economic growth are analyzed. The problems which do not find the solution within the limits of each of directions in the theory of economic growth are allocated. On the basis of allocation by the majority of researchers of the capital development as one of the factors of economic growth, the conclusion on the importance of the movement of investment streams for the advancing development of the economic system is made.

The structure of total debts under the tax obligations is considered. The system approach of the settlement of tax debts and the methods of its realization are discussed. The recognition of tax amnesty concerning debts, impossible to collecting is based.
