In March 2026, China entered a new stage of modernizing its economy and social development. The new Five Year Plan is aimed at strengthening the economic and technological sovereignty of the People’s Republic of China, further developing the regions, transitioning to a digital and green low-carbon economy and security, and improving the living standard of nation. At the same time, the achievement of these goals will be under the pressure of internal and external factors, under the influence of which it will be necessary to balance the mechanisms and measures for reaching them during the whole five year period. The article presents the structure of the 15th social economic development of China, reflect main goals which have to be in coming Five Year Plan. The article also gives the general characteristic of macro-region development of China and expansion international cooperation. China is a strategic partner of Russia, that is why strategic partner’s development plants have to be taken into consideration regarding the further cooperation to increase the effectiveness regional China-Russia contacts, transition to higher level of cooperation and transfer of technologies.

In the context of severe geopolitical turbulence, relations between Russia and China are an essential element in maintaining global stability and are based on a mutually benefi and respectful foundation. Bilateral cooperation is actively developing in a wide range of territories, among which an important role belongs to the contacts between the adjacent macro-regions - the Russian Far East and the North-Eastern China. Organization of the effective cross-border cooperation and its future prospects are closely linked to the positive development of these regions. This article examines economic situation in the provinces of the North-Eastern China (Liaoning, Jilin and Heilongjiang), as well as the steps taken by the leadership of Chinese provinces to transform them positively. The infl of interregional contacts in prospective interaction between the Russian Federation and China is forecasted to increase.
